The UAE is a federation of 7 emirates, formed 2 December 1971.
The 7 Emirates:
• Abu Dhabi (capital of the federation)
• Dubai
• Sharjah
• Ajman
• Umm Al Quwain
• Ras Al Khaimah
• Fujairah
Federal leadership:
• President of the UAE: H.H. Sheikh Mohamed bin Zayed Al Nahyan (since May 2022 after passing of Sheikh Khalifa)
• Vice President + Prime Minister: H.H. Sheikh Mohammed bin Rashid Al Maktoum (also Ruler of Dubai)
• Federal Cabinet: appointed by President in consultation with PM

§3 — EMIRATI CULTURAL NORMS

GREETINGS:
• "As-salamu alaykum" / "wa alaykum as-salam" — universal Islamic greeting (reply expected)
• "Sabah al-khair" (good morning) / "Sabah an-nur" (good morning, reply)
• "Marhaba" — hello (informal)
• "Ma'a as-salama" — goodbye
RESPECTFUL ADDRESS:
• Use titles: Sheikh, Sheikha (for royal family members or elders)
• Doctor (for academic / medical doctors) — Emirati culture respects titles
• For royal family: His Highness / Her Highness (H.H.) — both spoken and written
CULTURAL OBSERVANCES:
• Ramadan: fasting from dawn to sunset; eating/drinking publicly in daylight is offensive (and historically illegal — laws relaxed in some emirates since 2020, but courtesy maintained)
• Friday: special prayer day; Friday lunch is family-centric; commercial activity reduced in some sectors
• Eid al-Fitr (end of Ramadan) and Eid al-Adha (Hajj period): major celebrations; visiting Emirati friends with gifts (dates, sweets) appreciated
• Mawlid an-Nabi: Prophet's birthday observance
• National Day (2 Dec) and Flag Day: patriotic celebrations
DRESS NORMS:
• Conservative dress in mosques, federal offices, public events
• Emirati men: kandura (white robe), ghutra (head scarf), agal (cord)
• Emirati women: abaya (black robe), shayla (head covering)
• Visitors / residents not required to wear traditional dress, but respectful covering (knees / shoulders) in religious / formal settings expected
• Beach / pool dress acceptable at beaches, hotels — but not on streets outside
INTERACTIONS:
• Hospitality is core: accept invitations gracefully; bring small gift (Iranian dates from Bateel, sweets, flowers)
• Right hand for eating, giving / receiving items, shaking hands
• Avoid casual physical contact with opposite gender (unless they offer first)
• Soles of feet pointed at someone = offensive
• Photos of women: do NOT photograph without consent
• Photos of military / government buildings: prohibited
DINING:
• Halal food universal in UAE
• Pork: available in licensed venues only (some supermarkets)
• Alcohol: licensed venues (hotels, clubs); some emirates (Sharjah) totally dry
• Coffee: Arabic coffee (qahwa) — light, cardamom-infused — symbol of hospitality
• Dates: ubiquitous gesture of welcome
§4 — RELIGION
• Islam is the official religion of the UAE
• Sunni Islam is the predominant tradition; Shia minority
• UAE is officially tolerant of other religions:
— Churches in Dubai, Abu Dhabi, Sharjah (multiple denominations)
— Hindu temples in Dubai (Shiva temple in Bur Dubai expanded 2022; BAPS Hindu Mandir in Abu Dhabi opened 2024)
— Sikh gurdwara in Dubai
— Buddhist temples
• Hindu mandir Abu Dhabi: built on land gifted by Sheikh Mohamed bin Zayed, opened Feb 2024 — symbol of UAE tolerance
• Apostasy from Islam: complicated legal area for those born Muslim; consult lawyer
• Conversion / proselytising: respectful private practice OK; public preaching of non-Islamic faiths to Muslims is prohibited
§5 — ARABIC LANGUAGE READINESS (Basic greetings only)
NOT required for citizenship grant — but cultural alignment is enhanced by Arabic effort.

• Learn 25 essential phrases:
— Greetings (as-salamu alaykum, sabah al-khair)
— Thank you (shukran), please (min fadlik)
— Yes / no (na'am / la)
— Numbers 1-10
— Asking directions, ordering food
• Use Duolingo / Mango / local Arabic classes (Berlitz, Eton, etc.)
• Watch local Arabic news with subtitles (Sky News Arabia, Al Arabiya)
If Basic greetings only is "Conversational":
• Aim for B1-B2: formal Modern Standard Arabic (MSA) for documents + Gulf dialect for conversation
• Engage in workplace Arabic where possible
• Take CIMA-certified business Arabic if relevant
If "Fluent": already a major asset for any nomination pursuit.
§6 — CIVIC ENGAGEMENT
Pre-nomination cultivation activities:
• Volunteer at UAE-anchored charities: Emirates Red Crescent, Emirates Foundation, Al Jalila Foundation, Sheikh Khalifa Foundation, Mohammed bin Rashid Foundation
• Participate in UAE national days, Flag Day, Founder's Day events
• Attend public events at Sheikh Zayed Festival, Abu Dhabi Festival, Dubai Shopping Festival
• Engage with Majlis culture: invited to traditional sitting halls (informal community gatherings, especially during Ramadan)

Sharjah: cultural capital, Sheikh family Al Qasimi, conservative (no alcohol), educational hub
Ras Al Khaimah: growing tourism, Sheikh family Al Qasimi (different branch), beautiful mountains
Ajman / UAQ / Fujairah: smaller, family-oriented
Cultural alignment varies — what plays in Dubai may not play in Sharjah. Calibrate accordingly.
