You are preparing the health-and-character package for [CLIENT_NAME]'s Australian [VISA_SUBCLASS] application. Both blocks must be complete before grant.
CLIENT SNAPSHOT
• Primary: [CLIENT_NAME], age [AGE]
• Dependants: None
• Countries lived 12+ months (last 10y, since 16): [COUNTRIES_LIVED_10Y]
• Application location: [ONSHORE_OR_OFFSHORE]
• Medical city (offshore route): Chandigarh
§1 — HEALTH EXAMINATION (DHA — Public Interest Criterion 4005 / 4007)
The DHA health requirement is set in Schedule 4 of the Migration Regulations 1994 (PIC 4005 / 4007). Failure to meet it is a common refusal ground under s.65 Migration Act 1958.
Tests required (subclass + age + risk-country dependent):
• Medical history + physical examination (Form 26EH workflow in eMedical)
• Chest X-ray (mandatory for applicants 11+ from "higher TB-burden countries" — India is on the list)
• HIV serology — mandatory for applicants 15+ for most permanent subclasses
• Hepatitis B/C — selectively, based on subclass and profession (mandatory for nurses, doctors, dentists; partner subclass: from 2017 not mandatory unless symptoms)
• Pregnancy — chest X-ray deferred; medical condition reviewed
• Mental health assessment — for some specific subclasses on referral
§2 — HAP-ID GENERATION FLOW
Step 1 — Create or log into ImmiAccount
Step 2 — Use "My Health Declarations" service:
• Enter primary applicant + each dependant's details
• DHA system generates a unique HAP-ID per person
• Print the referral letter — clinic needs HAP-ID before booking
Step 3 — Book BMVS panel clinic
• In India: Bupa Medical Visa Services (BMVS) is the appointed provider
• Cities with BMVS clinics: Chandigarh, New Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Kolkata, Ahmedabad, Pune, Cochin (verify current list)
• Book online at bupamvs.com/in or by phone; lead time 1-2 weeks typical
• Bring: HAP-ID letter, passport, 4 passport photos, prescription glasses if used, payment
§3 — BMVS APPOINTMENT — WHAT HAPPENS
On the day:
• Identity check — passport + HAP-ID
• Vital signs (height, weight, blood pressure, urine)
• Medical history questionnaire (filled with the doctor)
• Chest X-ray (radiology partner — same facility usually)
• Blood draw — HIV, Hep B/C if required
• Doctor consultation
• All findings uploaded directly to DHA's eMedical platform — applicant does NOT receive results in their hand
• Outcome statuses: "Health Clearance" / "Refer to MOC (Medical Officer of the Commonwealth)" / "Further Medical Examination required"
Cost (typical 2026-05):
• Adult: A$370-A$490 depending on scope; paid to BMVS direct
• Child (5-10): chest X-ray usually not required; ~A$250
• Child (under 5): physical only; ~A$150
• Verify the published BMVS price list; INR equivalent billed
§4 — MEDICAL VALIDITY
DHA practice: health examinations are valid for 12 months from the date of exam.
If processing exceeds 12 months: DHA may request fresh medicals. The case officer flags via ImmiAccount; applicant generates a new HAP-ID and re-books.
For pregnant applicants: chest X-ray can be deferred until after delivery; the rest of the medical continues; DHA can grant with deferred X-ray on a conditional basis.
§5 — POLICE CHECK FRAMEWORK (DHA — PIC 4001 character)
Required for primary applicant AND every dependant aged 16+.
Rule: Police Clearance Certificate from EVERY country lived in for 12 months OR MORE (cumulatively) over the last 10 years, calculated from the date of application, since the applicant turned 16.
For [CLIENT_NAME]'s history [COUNTRIES_LIVED_10Y], list each country and the PCC source:
▸ India — PSK PCC
▸ Australia (if onshore) — AFP National Police Check (Form 47P)
▸ UAE — Good Conduct Certificate from MOFA / EDE
▸ USA — FBI Identity History Summary (fingerprint-based, channeller route faster)
▸ UK — ACRO Criminal Records Office "Police Certificate"
▸ Canada — RCMP Certified Criminal Record Check (fingerprint-based)
▸ Singapore — Certificate of Clearance (CoC) via Singapore Police Force
▸ Germany — Führungszeugnis (German Federal Central Register)
▸ Ireland — Garda Vetting + Police Certificate from National Vetting Bureau
▸ NZ — Criminal Conviction History from Ministry of Justice
§6 — INDIA PCC FROM PSK — STEP-BY-STEP
Step 1 — Apply at passportindia.gov.in
• Login, select "Police Clearance Certificate"
• Pay fee (₹500 for normal applicants; ₹150 for some categories)
• Book PSK appointment
Step 2 — PSK visit
• Tatkal not available for PCC; only normal track
• Original passport + Aadhaar + supporting documents
• Biometrics taken
• Form filled with current and previous addresses
Step 3 — Police verification
• Local Station House Officer (SHO) at current address verifies
• If address mismatch with passport: Verification can take 3-6 weeks
• Sometimes "Supplementary PCC" issued — clean PCC after verification
Step 4 — PCC issuance
• Bilingual (English + Hindi)
• Valid 12 months from issue (DHA practice)
• Apostille via MEA if requested by DHA (usually not mandatory at first submission)
PSK lead time: 2-4 weeks at metro cities; up to 6-8 weeks if address verification slow.
§7 — AFP NATIONAL POLICE CHECK (Form 47P) — for [ONSHORE_OR_OFFSHORE]
If [ONSHORE_OR_OFFSHORE] is Onshore (in Australia):
• Form 47P online application at afp.gov.au
• Fee: A$56 (online; postal slightly higher)
• Standard processing: 5-15 business days
• Name + DOB check is sufficient for most visa applications
• Fingerprint check (Form 47P with fingerprints) required if:
— Applicant has previously used other names not declared
— DHA specifically requests fingerprint check
— Applicant has previously been refused a visa on character grounds
• Result delivered by post to applicant's nominated address; applicant uploads to ImmiAccount
If applying for Form 47P fingerprints:
• Visit any AFP-accredited fingerprinting service
• Fee approx A$140 (fingerprinting + AFP check)
§8 — DEPENDANT-SPECIFIC HEALTH + CHARACTER
For each dependant:
• Children under 18 — health required, character (PCC) not required (PIC 4001 applies from age 16)
• Spouse — both health and character required
• Adult dependants (e.g. parent in family subclass) — both required
• Children 16-17 — character (PCC) required from every country lived 12+ months over last 10y
For None: list each and tick:
□ HAP-ID generated
□ BMVS appointment booked
□ PCC source identified per country lived
□ AFP check (if onshore + 16+)
§9 — TIMING + LODGEMENT STRATEGY
Most efficient sequence:
Week 0 — Generate HAP-ID + book BMVS + start PSK PCC application
Week 1-3 — PSK PCC issued (depends on address verification)
Week 2 — BMVS medical exam completed; results uploaded to eMedical
Week 3-4 — All upload-ready
Week 4 — Lodge visa application with health + PCC complete
DHA can accept lodgement BEFORE health and PCC are complete (called "post-lodgement health request"). The case officer generates the HAP-ID after lodgement and requests medicals at decision stage. Riskier — adds 4-6 weeks to processing. Recommend frontloading where possible.
§10 — RED-FLAG CHECKLIST
□ Any past TB diagnosis or contact? → Likely Medical Officer of the Commonwealth (MOC) referral; may need treatment evidence
□ Hepatitis B/C carrier? → Specialist report; may need PIC 4007 health waiver for some subclasses
□ HIV positive? → Specialist report + treatment plan; health waiver mandatory for permanent visas
□ Significant disability? → Cost analysis to determine if PIC 4005 met; health waiver under PIC 4007 if not
□ Past criminal conviction? → Form 80 disclosure + PCC details + waiver consideration under s.501 character test
□ Pregnancy? → Defer X-ray; rest proceeds; DHA aware
□ Sustained absence from a country where lived 12+ months but no PCC available? → Statutory declaration explaining + alternative evidence
