§2 — TAX FILING (s.5(1)(c.1))
Required: filed Canadian income tax returns for any 3 of the last 5 tax years before application date. Cross-check [TAX_FILING_YEARS] against the 5 tax years ending in the year before [INTENDED_APPLICATION_DATE]. Note that "filed" does NOT mean "had income" — nil returns count.
§3 — LANGUAGE (s.5(1)(d)) — ages 18-54 only
If [AGE] is under 18 OR 55+: language proof not required. State exemption.
Otherwise: required CLB 4 in speaking AND listening (French TEF/TCF NCLC 4 equivalent). Accepted proofs:
• IELTS General CLB 4 = Listening 4.5, Speaking 4.0 (minimum)
• CELPIP General CLB 4 = Listening 4, Speaking 4
• TEF Canada / TCF Canada NCLC 4
• Bachelor's or higher from a Canadian English/French-instruction post-secondary institution

• Government-funded LINC/CLIC certificate at CLB 4+

Required for ages 14+. Single sentence noting client will need to attend oath ceremony (in-person or online via IRCC virtual ceremony — available since 2020).
