You are preparing the complete document collection brief for [CLIENT_NAME]'s ECA submission to [ECA_PROVIDER]. Document errors cause 25-35% of ECA delays and rejections. Output must be exhaustive and operational.
CASE SNAPSHOT
- Client: [CLIENT_NAME]
- ECA provider: [ECA_PROVIDER]
- Issuing institution: [ISSUING_INSTITUTION]
- Degrees being evaluated: [DEGREES_TO_EVALUATE]
- Expedited service: No
- Client location: [CLIENT_LOCATION]
- Name variants across docs: No
REGULATORY + PROCESS FRAME
- Every ECA provider has its own required-documents list (RDR). The RDR is institution-specific within India (different rules for IIT vs DU vs IGNOU)
- IRPR R12 requires applicants to produce ALL relevant educational documents on demand
- WES Canada: most stringent on the "sealed-direct-from-institution" rule
- ICAS: accepts in some cases applicant-forwarded if envelope is sealed (verify per institution)
- IQAS / ICES / CES: most accept direct dispatch only
§1 — UNIVERSAL DOCUMENT LIST (across providers)
For EACH degree in [DEGREES_TO_EVALUATE]:
(a) Official transcript / consolidated mark-sheet
- ORIGINAL, sealed in institution envelope with stamp on flap
- Showing: subjects, marks/grades per semester, total credits, cumulative grade or class
- Dispatched DIRECT BY INSTITUTION (not applicant-forwarded)
(b) Degree certificate (final, not provisional)
- Original OR notarised photocopy (provider-dependent)
- Showing: applicant name, degree title, date of award, institution seal
- If provisional certificate only (final not yet issued): provider may accept provisional + bonafide letter, but flag for delay
(c) Optional but useful:
- Bonafide / degree-verification letter from registrar
- Program syllabus + course list (for course-by-course evaluations)
- Convocation / migration certificate (for some Indian universities)
§2 — PROVIDER-SPECIFIC QUIRKS
For [ECA_PROVIDER], state the specific institutional documents required:
(A) IF WES Canada:
- "Required Documents by Country" list at https://applications.wes.org/required-documents/
- For India: official transcript (Marks Statement / Detailed Marks Card) + degree certificate (Final)
- For IIT/IIM/AIIMS/IISc: digital transcripts via DigiLocker / institution e-portal increasingly accepted
- WES does NOT accept the applicant's notarised copy when an original is available
- WES accepts CONSOLIDATED transcripts (one document covering all semesters) OR semester-wise transcripts
- For 3-year UG + 1-year PG diploma: SEPARATE transcripts + SEPARATE degree certs for each credential
(B) IF ICAS:
- Required Documents at https://www.icascanada.ca/documents-required.html
- For India: official transcripts (sealed direct from university) + degree certificate; provisional may be accepted with caveats
- ICAS may accept ATTESTED photocopies via Indian-issuer chain (notary -> sub-divisional magistrate -> MEA apostille) for some applications; confirm per institution
(C) IF IQAS:
- Required Documents at https://www.alberta.ca/iqas
- Alberta-based; documents typically dispatched to IQAS PO Box in Edmonton
- Requires NOTARISED PHOTOCOPIES (notarised in Canada or by Indian notary public) AND original directly from institution
(D) IF ICES (BCIT):
- Required Documents at https://www.bcit.ca/ices/
- Mostly direct-dispatch via institution
- ICES has unique English-language requirement: any document not in English needs certified translation included
(E) IF CES (University of Toronto SCS):
- Required Documents at https://learn.utoronto.ca/programs-courses/credit-and-non-credit-programs/comparative-education-service-ces
- Accepts in-person delivery to Toronto office (advantage for GTA-based clients)
- May accept certain notarised photocopies in lieu of direct dispatch
(F) IF MCC (physicianapply.ca):
- All documents source-verified by MCC writing to issuing institution
- Client uploads scans first; MCC initiates verification
- Photographs + identity + degree + MCI/NMC registration + internship cert
- Multiple-document fee structure
(G) IF PEBC:
- Documents directly from pharmacy institution + PCI
- Use PEBC document submission portal
- Sealed transcripts + degree + internship records
(H) IF NDEB (NDECC):
- Documents direct from dental institution + DCI
- Online portal with extensive uploads
- Includes radiographs of self-completed cases in some cases
§3 — INDIAN INSTITUTION-SPECIFIC TRANSCRIPT PROCEDURES
For [ISSUING_INSTITUTION], specify:
- IIT Bombay: Transcripts via Academic Office portal (https://www.iitb.ac.in/en/academic-services/transcripts). Cost ~INR 500/copy. Direct dispatch supported. Digital transcripts via institute portal. Turnaround 7-14 days.
- NIT Trichy: Exam section direct request. Cost ~INR 500-1,500/copy. Direct dispatch supported but slower (14-21 days). Confirm registrar's office contact in advance.
- Delhi University: Examination Branch, North Campus. Considerable processing time (21-60 days). DigiLocker-issued transcripts increasingly accepted by WES.
- AIIMS Delhi: Registrar's office. Cost ~INR 1,000-2,000/copy. Process 14-30 days. Direct dispatch via Speed Post International.
- Punjab University Chandigarh: Examination Branch. Direct dispatch supported. Process 14-30 days. Some legacy paper-only programs need in-person collection.
- IGNOU: Student Evaluation Division. Direct dispatch supported. Process 30-45 days. Multiple-mark-sheet programs add complexity.
For each, provide:
- Application portal URL or registrar email
- Required application form
- Fees (with breakdown if multi-copy)
- Documents the applicant must submit to the institution (typically: registration number, year of completion, ID copy, transcript request form)
- Whether the institution accepts WES Reference Number on the envelope (most do)
- Typical institution turnaround time
§4 — MEA APOSTILLE — WHEN REQUIRED
CRITICAL: Most major ECA providers (WES, ICAS, IQAS, ICES, CES) do NOT require MEA apostille IF the document is dispatched directly from the issuing institution in a sealed envelope. The integrity-of-channel substitutes for legalisation.
MEA apostille IS required if:
(a) Provider explicitly states sealed-direct is unavailable (rare)
(b) Client wishes to submit notarised photocopies (e.g., IQAS path)
(c) Document is for licensure body that requires legalisation (some provincial Colleges)
If MEA apostille needed for [DEGREES_TO_EVALUATE]:
- Indian process: State HRD attestation (state-issued education docs) -> MEA Apostille via CPV Division or e-Sanad portal
- Cost: INR 50/page for MEA apostille; INR 30-100/document for state HRD; total ~INR 500-2,000 per credential
- Turnaround: 7-21 days (state HRD bottleneck)
- Canada became Hague signatory effective 11-Jan-2024 -> Canadian licensure bodies accept India MEA apostilles directly (no further Canadian authentication needed)
§5 — COURIER / DISPATCH
For [CLIENT_LOCATION] = India:
- DHL Express India -> Toronto / Edmonton / Vancouver: 3-5 BD; INR 4,000-6,500 (max 0.5 kg envelope)
- FedEx International Priority: 3-5 BD; INR 5,000-7,500
- Speed Post International (India Post): 5-12 BD; INR 1,500-3,000 (cheapest; least reliable for sensitive docs)
- Recommendation: DHL or FedEx for any single-original document (registrar typically uses institution's preferred courier)
For [CLIENT_LOCATION] = Canada or UAE / UK:
- The DIRECT-DISPATCH rule still applies — institution in India dispatches to provider; client cannot intermediate
- Client may collect documents themselves and use as backup but cannot substitute for institution dispatch
§6 — NAME-VARIATION HANDLING (No)
If No indicates differences across documents:
Common scenarios:
(a) Degree shows "Sharma Aanya" but passport shows "Aanya Sharma" — Indian naming order convention
Fix: Notarised "one-and-the-same person" affidavit covering all spellings; submit to ECA provider as part of the package
(b) Maiden name on degrees, married name on passport
Fix: Marriage certificate (original / MEA apostilled) + notarised affidavit
(c) Different first/last names entirely
Fix: Newspaper public notice (1 English + 1 vernacular) + notarised affidavit + gazette notification (state Gazette)
(d) Initial expansions or contractions (e.g., "A. Sharma" on transcript, "Aanya Sharma" on passport)
Fix: Notarised affidavit explaining standard Indian abbreviation practice
Each scenario adds 1-3 weeks to the ECA timeline and may trigger officer verification.
§7 — EXPEDITED SERVICES (if No = Yes)
Provider RUSH options:
- WES Canada: RUSH service for additional ~CAD 100 (5 BD evaluation after documents received; vs 7-20 BD standard)
- ICAS: priority service ~CAD 100 surcharge (3-week vs 6-12-week standard)
- IQAS: expedited ~CAD 100 surcharge (5-week vs 12-20-week standard)
- ICES: rush ~CAD 100 surcharge
- CES: priority ~CAD 100 surcharge
Note: RUSH only speeds up the provider's INTERNAL evaluation; it does NOT speed up:
- Institution dispatch time (still 7-30 days)
- International courier transit (still 3-5 days minimum)
- Verification correspondence between provider and institution
Realistic expedited end-to-end: 5-7 weeks (vs 8-12 weeks standard) for Indian-issuer cases.
If No requires < 4 weeks, advise client to:
(a) Use institution's fastest-track if available (some IIT/IIM have express transcript services)
(b) Use DHL Express for courier
(c) Pay provider RUSH at submission
(d) Pre-clear documents (consultant reviews scans before submission to avoid back-and-forth)
§8 — CONSOLIDATED COST ESTIMATE FOR [CLIENT_NAME]
Build the line-item cost table:
Item | Cost (INR) | Cost (CAD eq)
-----------------------------------------------------|---------------|---------------
ECA provider base fee (e.g., WES course-by-course) | | 245-280

Total | Sum INR | Sum CAD
§9 — TIMELINE GANTT FOR [CLIENT_NAME]
Week 1: Engage institution for transcripts; submit ECA application + payment online
Week 2-3: Institution prepares + dispatches sealed transcripts via courier
Week 3-4: Provider receives + acknowledges documents
