§2 — THE INDIAN RTO VERIFICATION LETTER (foundation document)
Every province asks for proof of Indian driving experience. The acceptable form is a "Driver's Abstract" or "Verification Letter" from the Indian RTO that issued [INDIAN_DL_TYPE]:

HOW TO OBTAIN:
Option A — Before leaving India:
- Apply in person at the RTO that issued the DL

- Fee: typically INR 100-500
- Turnaround: 1-3 weeks
- This is THE BEST option — much harder once in Canada
Option B — From Canada (post-arrival):
- Authorise a relative in India with a notarised Power of Attorney
- PoA must specifically authorise "obtaining driving abstract / verification letter"
- PoA notarised at the Indian Consulate / High Commission in Canada (Toronto, Vancouver, Ottawa, Calgary, Montreal)
- Relative submits at the RTO; courier the result to Canada
Option C — Indian Consulate verification (only as a fallback):
- Indian Consulate in Toronto / Vancouver issues a "Verification of Driving Licence" letter against the Indian DL + RTO records

§4 — INTERIM-PERIOD DRIVING
ALL Canadian provinces let an Indian DL holder drive for 60-90 days (some up to 6 months) on the Indian DL + an International Driving Permit (IDP):
- ON: 60 days
- BC: 90 days
- AB: 90 days for visitors; 90 days for new residents
- QC: 6 months
- MB: 3 months
The IDP must have been obtained IN INDIA before departure (it's not issued in Canada; you have to fly back if you forgot, OR get a sworn English translation of the Indian DL).
After the grace period: driving on Indian DL is illegal (driving without a valid licence; insurance void; criminal charge under provincial Motor Vehicle Act). Start the Canadian DL process IMMEDIATELY on arrival, not at day 60.
§5 — INSURANCE TRAP
Canadian auto insurance is rated by driving history. Without a Canadian DL or insurer-recognised foreign DL with verifiable claims history, the newcomer driver gets the highest-risk premium tier (CAD 3,000-6,000+/year for a basic sedan in ON / BC).
How to mitigate:
(a) RTO letter + a "claims-free letter" from the Indian insurance company covering 3-5 years
- Some Canadian insurers (Aviva, Belairdirect, TD Insurance newcomer program) accept Indian claims-free as proxy for years of Canadian experience
- Reduction: 10-50% off premium
(b) Take a "Beginner Driver Education (BDE)" course at an accredited school even with the RTO letter — saves 4 months off the G1-to-G2 wait in Ontario AND yields a 5-15% insurance discount
(c) Ask the insurer about "newcomer programs":

§7 — INDIAN-NEWCOMER PITFALLS
(a) Bringing an expired Indian DL — must be valid as of departure
(b) Bringing a Learner's Licence from India — not accepted; full LMV required
(c) Skipping the RTO letter and showing up only with the plastic DL — most clerks will not credit experience without the letter
(d) Driving past Day 60-90 grace period on the Indian DL — automatic charge if pulled over
(e) Buying a car before getting a Canadian DL + insurance — the dealer can sell, but you cannot legally drive home
(f) Confusing International Driving Permit (IDP) with International Licence — IDP is a translation companion document; it does NOT substitute for the Indian DL; both must be carried together
(g) Husband/wife sharing a DL or claiming an IDP — IDPs are per-person and non-transferable
