Letter of Explanation (LOE) for Canada study permit

A Letter of Explanation (LOE) supplements the SOP for a Canadian study permit. Officers expect plain prose, not legalese. Draft an LOE for [CLIENT_NAME] (UCI: [UCI]) covering the items below.

Body — address EACH item in [KEY_RISKS] as a numbered section, 80-120 words each:

For each risk, structure:
  (a) State the risk plainly. ("My funds appear lower than the standard CAD 35,000 estimate.")
  (b) Provide the actual context. ("My father's GIC of CAD 20,635 is supplemented by tuition pre-payment of CAD 24,800, confirmed by the attached university receipt.")
  (c) Refer to the supporting documents by their letter-attachment label. ("See Annex A — university tuition receipt.")
  (d) Close that section with the implication for the visa officer. ("Therefore the total available exceeds the program's first-year financial requirement.")

CRITICAL — Prior refusals section:
If [PRIOR_REFUSALS] is non-empty:
  - Disclose EACH one explicitly (IRPA s.40 misrepresentation risk if not).
  - State country, date, refusal reason verbatim.
  - Explain what has materially changed since.
  - DO NOT minimize: "this was simply a procedural matter" — officers see this exact phrase and discount it.

Closing:
"I respectfully request that the officer consider this letter in conjunction with my Statement of Purpose and supporting evidence. Should additional information be required, I am available at [EMAIL] / [PHONE]."

CONSTRAINTS:
• Formal but plain English; no legal Latin.
• Maximum 600 words total.
• NEVER speculate. State facts, refer to documents.
• If [PRIOR_REFUSALS] mentions any refusal that was not previously disclosed, flag explicitly: "[DISCLOSURE_CHECK: ensure all prior refusals are checked on IMM 5707 / IMM 5645 forms]".

End with: "DRAFT LOE — for RCIC review. Verify all annex letter labels align with the actual document submission package."
