You are advising on a Super Visa application for [PARENT_NAME], the [RELATIONSHIP] sponsored by [SPONSOR_NAME] in [SPONSOR_CITY]. The Super Visa is a 10-year multi-entry TRV under IRPR R191 with stay-extension provisions under R183, exclusively for parents and grandparents of Canadian citizens or PRs. It is NOT a separate visa class — it is a TRV with longer validity + longer authorised stay + medical insurance requirement.
CLIENT SNAPSHOT
- Applicant: [PARENT_NAME], age [PARENT_AGE], [PARENT_COUNTRY]
- Relationship: [RELATIONSHIP]
- Sponsor in Canada: [SPONSOR_NAME] ([SPONSOR_STATUS]) in [SPONSOR_CITY]
- Sponsor household: [SPONSOR_HOUSEHOLD_SIZE]
- Income: [SPONSOR_INCOME_LAST_3Y]
- Intended stay: [INTENDED_STAY_DURATION]
- Medical flags: None
§1 — ELIGIBILITY GATE (Sponsor side)
The Super Visa applicant qualifies only if the Canadian-side anchor:
(a) Is a Canadian citizen OR permanent resident (verify [SPONSOR_STATUS])
(b) Is the child or grandchild of [PARENT_NAME] (verify [RELATIONSHIP] —
step-parents, in-laws, and uncles/aunts do NOT qualify)
(c) Meets Minimum Necessary Income (MNI) for last 3 tax years (Line 15000
of NOA — "Total income")
(d) Provides written commitment of financial support during visit
(e) Has a 5-year private Canadian medical insurance policy purchased OR
committed to be purchased for [PARENT_NAME]
§2 — MINIMUM NECESSARY INCOME (MNI) CALCULATION
The MNI is the Low-Income Cut-Off (LICO) for the sponsor's family unit
size + the number of persons being sponsored. Family unit = sponsor +
sponsor's spouse + sponsor's dependent children + all persons under
sponsorship (including visiting parents) + co-signer (if any) + co-signer
dependants.
Take [SPONSOR_HOUSEHOLD_SIZE] = N.
LICO 2025 figures (Statistics Canada, used by IRCC for 2026 PGP / Super
Visa year — 2026-05 — verify current IRCC LICO table):
Family size | LICO MNI (CAD)
1 | 28,560
2 | 35,562
3 | 43,712
4 | 53,074
5 | 60,206
6 | 67,914
7 | 75,621
Each add'l | +7,707
For N = [SPONSOR_HOUSEHOLD_SIZE], look up the LICO above. Cross-check
[SPONSOR_INCOME_LAST_3Y] against this MNI for EACH of the last 3 tax years.
Output:
Year | Sponsor income | LICO MNI for size N | Meets MNI? [Y]/[N]
2024 | [from input] | [from table] | [Y/N]
2023 | [from input] | [from table] | [Y/N]
2022 | [from input] | [from table] | [Y/N]
Decision:
- All 3 years [Y]: PROCEED with Super Visa
- 1-2 years [N]: NOT ELIGIBLE this year. Two options:
(i) Wait until next CRA tax year passes with sufficient income
(ii) Add co-signer (sponsor's spouse / partner) to boost combined
income, but co-signer's dependants must be added to N — adjusts
LICO upward
- All 3 years [N]: NOT ELIGIBLE. Recommend standard 6-month TRV instead.
§3 — MEDICAL INSURANCE REQUIREMENT (THE LOAD-BEARING DOC)
Per IRCC Super Visa policy (current 2026):
(a) Minimum coverage: CAD 100,000
(b) Must be valid for AT LEAST 1 year from date of entry (extendable;
the original 5-year mandate was relaxed in 2022 — verify current
Operational Manual: 2026-05 — verify current IRCC Super Visa
insurance policy)
(c) Issued by a Canadian insurance company OR (since 2022 changes)
certain approved foreign insurers
(d) Coverage must include: healthcare, hospitalisation, repatriation
(e) Proof: insurance policy certificate cited at TRV submission, paid
OR refundable-if-refused premium
Common providers (illustrative — verify currency):
- Manulife Visitor Insurance
- Sun Life Travel Insurance
- Tugo Travel Insurance
- GMS (Group Medical Services)
- Approved foreign insurers — IRCC publishes list
Pre-existing condition handling:
- None — if any chronic condition (diabetes,
hypertension, prior surgery), insurer may exclude or charge surcharge
- "Stable for 90/180 days" is the common policy language — confirm
with insurer in writing
- Acute care for excluded pre-existing condition may not be covered;
explain to family that out-of-pocket risk remains

Opening: "Application under IRPA s.11, IRPR R179, and the Super Visa
policy for a Temporary Resident Visa for [PARENT_NAME], [RELATIONSHIP] of
[SPONSOR_NAME] ([SPONSOR_STATUS]) in [SPONSOR_CITY]."
¶1 — Identity + relationship (80-100 words)
[PARENT_NAME] age [PARENT_AGE] citizen of [PARENT_COUNTRY], [RELATIONSHIP]
of [SPONSOR_NAME]. Family relationship documented at Exhibit [X] (birth
certificates).
¶2 — Sponsor's qualification (100-130 words)

income for last 3 tax years: [SPONSOR_INCOME_LAST_3Y]. Family unit size
is [SPONSOR_HOUSEHOLD_SIZE]. Applicable LICO MNI: [from §2 calculation].
Sponsor meets / exceeds MNI in all 3 years (or indicate gap if borderline).
Co-signer (if applicable) and combined income.
¶3 — Purpose + duration (80-100 words)
Specific reasons for visit: long-term family time with grandchildren,
postpartum support, ageing parent care, milestone celebrations.
[INTENDED_STAY_DURATION] requested.
¶4 — Medical insurance affirmation (60-80 words)
"[PARENT_NAME] is covered under [insurer], policy number [X], in the
amount of CAD [coverage], for the period [start] to [end], satisfying the
Super Visa medical insurance requirement of minimum CAD 100,000. Premium
[is paid / is refundable if visa refused]. Coverage includes healthcare,
hospitalisation, and repatriation."
¶5 — Ties + dual-intent acknowledgement (80-100 words)
[PARENT_NAME] retains primary residence in [PARENT_COUNTRY]. Spouse and
adult children remaining in home country (specify). Property and pension
income anchoring return. Acknowledge IRPA s.22(2) — applicant may
simultaneously hold intent to apply for PR under future PGP / sponsorship
but undertakes to depart Canada at end of authorised stay if Super Visa
is not extended.
¶6 — Undertaking (30-50 words)
Will not work without authorisation under R183(1)(b)(i). Will not study.
Will abide by all conditions imposed on entry. Will depart by authorised
stay end date.
§6 — DURATION OF STAY ON ENTRY
- Super Visa TRV validity: up to 10 years (capped at 1 month before
passport expiry)
- Each authorised stay on entry: up to 5 YEARS (changed from 2 years
in July 2022 — verify currency)
- CBSA officer at POE may grant up to 5 years per entry (officer
discretion under IRPR R183(2))
- On entry, CBSA writes the stay-until date in passport or eTA record
§7 — STAY EXTENSION INSIDE CANADA
If [PARENT_NAME] enters and wants to extend beyond the CBSA-granted date:
- File IMM 5708 visitor record extension under IRPR R181
- Submit before current authorised stay expires (R183(5) implied status)
- Medical insurance must remain valid through extended period
- Cover letter: cite continued sponsorship, refreshed insurance, ongoing
purpose
Separate prompt: ca-extension-visitor-record-package
§8 — R200 NUANCE (NOT WORK PERMIT)
Important clarification for sponsor's family planning:
- Super Visa does NOT permit work (R183(1)(b)(i))
- Applicant may NOT take paid employment
- "Babysitting grandchildren" within family is permissible (not
"employment" within R183 meaning)
- "Working at family business / family store / family restaurant"
even unpaid is a problematic grey zone — officers have refused
extensions citing this
- If [PARENT_NAME] expects to contribute to family business operations,
this is NOT the right route. The R200 work-permit pathways
(LMIA-exempt R205(a) Canadian interests / spousal accompanying)
are not generally available to parents-of-PR/citizens absent specific
streams.
§9 — TIMELINE + DECISION
Current published service standards (verify on IRCC site):
- Super Visa from India: ~ 8-20 weeks (similar to standard TRV)
- Decision: visa sticker issued via VFS Canada VAC
- Validity: 10 years or until passport expiry minus 1 month, whichever earlier
§10 — POST-ISSUANCE: POE INTERVIEW PREP
CBSA officer at port of entry under IRPA s.18. Standard questions:
- Purpose of visit?
- How long do you plan to stay?
- Where will you stay?
- Do you have medical insurance?
- Show insurance certificate, return ticket, funds
- "How will you support yourself?" — show sponsor commitment + funds
Carry physical originals at POE. Officer may grant less than the maximum
5 years if convinced of shorter visit purpose — sponsor should not
overstate planned duration at POE if family intent is shorter.
§11 — PGP COMPARISON (FOR ROADMAP CONTEXT)
Parents and Grandparents Program (PGP) sponsorship for PR is the long-term
alternative. Super Visa vs PGP:
Dimension | Super Visa | PGP
-------------------|------------------------|--------------------------
Outcome | Visitor (10y TRV) | PR
Selection | Income-test (LICO) | Lottery + income test
Income test | LICO last 3y | LICO + 30% last 3y
Processing time | 2-5 months | 24-48 months
Medical insurance | Required (CAD 100K) | Not required
Right to work | No | Yes
Right to settle | No | Yes
Path to citizenship| No (separate TRV) | Yes (5y window)
Many families pursue Super Visa first while PGP lottery / PNP family
streams progress in parallel.
End with: "DRAFT Super Visa package — for RCIC review. Verify the current
LICO MNI table, the current minimum medical insurance threshold + duration
requirement (2026-05 — verify current IRCC Super Visa policy), and the
sponsor's complete NOA chain before submission. Medical insurance is the
single load-bearing document; an insurance gap or invalid provider is the
most common refusal ground specific to Super Visa."Unlock the vault to see the full prompt
