§1 — TIMING AND CEREMONY FORMAT

§3 — THE LOYALITÄTSERKLÄRUNG (LOYALTY DECLARATION) — §16 StAG
At ceremony, applicant signs and (in formal ceremonies) recites the loyalty declaration:

"Ich erkläre feierlich, dass ich das Grundgesetz und die Gesetze der Bundesrepublik Deutschland achten und alles unterlassen werde, was ihr schaden könnte. Ich bekenne mich zur freiheitlichen demokratischen Grundordnung."
(2024 update — anti-extremism clauses):
"Ich bekenne mich, dass ich kein Bestreben verfolge, das gegen die historische Verantwortung Deutschlands für die nationalsozialistische Unrechtsherrschaft und ihre Folgen, insbesondere für den Schutz jüdischen Lebens, sowie das friedliche Zusammenleben der Völker und das Existenzrecht des Staates Israel gerichtet ist."
ENGLISH TRANSLATION (for client understanding):
"I solemnly declare that I will respect the Basic Law and the laws of the Federal Republic of Germany and will refrain from doing anything that could harm them. I commit myself to the free democratic basic order.
I declare that I pursue no aim against Germany's historical responsibility for the National Socialist injustice and its consequences, particularly for the protection of Jewish life, the peaceful coexistence of peoples, and the right of existence of the State of Israel."
Notes:
• Wording set out in §16(1) StAG, as amended by the 2024 reform
• The "historical responsibility" + "right of Israel to exist" clauses were added by the 27-Jun-2024 reform — these are now an explicit part of the loyalty declaration
• Sign in formal hand at ceremony — the Einbürgerungsurkunde follows the signature
• Reciting aloud: in formal ceremonies, the mayor / officer leads the recital with applicants repeating; in informal ceremonies, simply signing may be enough
§4 — RECEIVE THE EINBÜRGERUNGSURKUNDE
(a) Mayor / officer hands the Einbürgerungsurkunde (Naturalisation Certificate)
(b) From this moment, applicant is a German citizen
(c) Smile + handshake + photo opportunity
(d) Certificate is original — do NOT laminate; store securely
(e) Check name, DOB, certificate number for accuracy
§5 — REHEARSAL TIPS
• Read the Loyalitätserklärung aloud 3-5 times before the ceremony
• German pronunciation: clear "ich" /ɪç/ not "ish"
• The 2024 clauses (Israel + Holocaust responsibility) are dense — practice for clarity
• If unsure on German pronunciation, request the Einbürgerungsbehörde provide a phonetic reading or simply sign without verbal recital (formats vary)
§6 — IF No indicates children
• Children under 16: receive certificate but do NOT sign or recite declaration
• Children 16-17: typically sign and recite (some Länder); confirm with [EINBURGERUNGSBEHORDE]
• Bring children's residence permits + birth certificates
• Each child gets their own Einbürgerungsurkunde
§7 — POST-CEREMONY NEXT STEPS
(a) Apply for German Personalausweis (national ID) at Bürgeramt — EUR 37 adult; processing 2-4 weeks
(b) Apply for German Reisepass (passport) at Bürgeramt — EUR 70 adult (5-year); EUR 60 (5-year minor 0-23); processing 4-6 weeks routine; express options available (EUR 32 extra)

CRITICAL POSITIVE — POST-27-JUN-2024:
• German law NOW permits retention of foreign citizenship — no renunciation step required on the German side
• Applicant retains Indian citizenship from a GERMAN perspective
• HOWEVER: India does NOT permit dual citizenship — Indian passport surrender still required per Indian law
