§1 — CHANCENKARTE OVERVIEW
The Chancenkarte (Opportunity Card) is a points-based residence permit
allowing entry to Germany for up to 1 year to LOOK FOR WORK or a
qualification recognition pathway. Created by the 2024 Skilled
Immigration Act reform (Fachkraefteeinwanderungsgesetz - Anpassungs-G,
effective 01-Jun-2024). Codified at §20a AufenthG.
Key features:
- 1-year initial validity (extendable up to 2 years on contract /
Probearbeit)
- Limited part-time work allowed (up to 20 hrs/week any activity)
- Probearbeit (trial work) up to 2 weeks per employer (full-time)
- On finding qualifying employment: switch to §18b / §18g / §19c
- Family bring-along: spouse + minor children eligible
Two entry tracks:
Track A — Direct Anerkennung route
- Holder of full Anerkennung (Gleichwertigkeit) qualifying for §18a
/ §18b — automatic Chancenkarte eligibility (no points test)
Track B — Points route
- Minimum 6 points required
- Plus minimum-skill threshold: foreign qualification requiring 2+
years of study (academic) OR equivalent vocational training
- Foreign qualification recognised as comparable (Anabin H+ or
partial recognition acceptable) — note: full Anerkennung NOT
required for points route
§2 — POINTS BREAKDOWN
For Track B (points route), per §20a(2) AufenthG and the implementing
ordinance:

- Teilanerkennung (partial recognition under BQFG): 4 points
- Foreign qualification = shortage-occupation (Engpassberuf): 1 bonus
point (cumulative with A)

- 2+ years in last 5 years in qualifying field: 2 points

Maximum points theoretical: 13+
Minimum required: 6
§3 — CALCULATION FOR [CLIENT_NAME]
(A) Qualification:
Based on [QUALIFICATION_STATUS]:
- "Full Anerkennung issued": 4 points (and Track A direct eligibility
likely applies — Chancenkarte may be unnecessary; §18a/§18b direct
route faster)
- "Partial recognition (Teilanerkennung)": 4 points
- "Hochschulabschluss + ZAB H+ + experience": 4 points (qualifies
under §20a(2) "academic qualification recognised as comparable")
- "Vocational qualification recognised by IHK": 4 points
- "Foreign degree not yet recognised": 0 points — fails minimum-skill
threshold; pursue Anerkennung first or different route
Shortage occupation bonus:
- If [PROFESSION_FIELD] is on Engpassberufe-Liste (verify current BA
list):
- IT / software: typically shortage — 1 bonus point
- Doctors / medical: shortage — 1 bonus point
- Engineers (electrical, mechanical, civil, industrial): shortage
— 1 bonus point
- Nurses: shortage — 1 bonus point
- Teachers (MINT subjects): shortage — 1 bonus point
- General management / marketing / non-STEM business: typically NOT
shortage
- Total (A): 4 or 5 points
(B) Experience:

(G) Spouse:
Parse Single:
- If yes (spouse also qualifies): 1 point
- Else: 0 points
TOTAL: sum (A) through (G)
State: PASS (>=6) / FAIL (<6) with gap.
§4 — STRATEGY IF SHORT ON POINTS
If total < 6:
- Improve German: A2 -> B1 = +1, B1 -> B2 = +1, B2 -> C1 = +1
(German is fastest lever — 4-6 months intensive)
- Document additional experience (employer letters covering exact
role, duration, technologies)
- If degree not yet recognised: apply for ZAB Zeugnisbewertung;
partial recognition or H+ rating unlocks (A) qualification points
- English certification (IELTS 7+ for C1 proof) — sometimes overlooked
- If 40+ and falling short: consider direct Anerkennung-then-§18b/§18g
instead (no age cap)
- Consider §19c IT route (no Chancenkarte needed if shortage role)
§5 — APPLICATION PROCESS
Track A (direct Anerkennung):
- Submit Anerkennung evidence + offer
- Auslaenderbehoerde / consulate issues Chancenkarte or proceeds to
§18a/§18b directly
Track B (points):
- Antrag for Chancenkarte at German embassy/consulate in country of
residence
- Submit:
- Passport
- Degree certificate + apostille + sworn translation
- ZAB statement / Anabin printout / Teilanerkennung evidence
- Experience letters (with detailed role descriptions)
- German language certificate (telc / Goethe / DTZ)
- English certificate (IELTS / TOEFL / equivalent)
- Proof of Germany connection (if claimed)
- Spouse documents (if claiming G)
- Financial proof for 1 year (typically EUR 12,324 - 2025 figure,
~EUR 1,027/month - verify current Auswaertiges Amt; Sperrkonto
or similar)
- Health insurance
- Biometric photos
- Visa fee: EUR 75 + biometric fee
- Processing: 4-12 weeks at consulate
- Validity: 1 year from entry
§6 — DURING CHANCENKARTE STAY
- Free to look for work full-time
- Part-time work (any activity) up to 20 hrs/week allowed
- Probearbeit (trial periods) up to 2 weeks per employer at full-time
- Anerkennungs-Aufenthalt (residence for completing recognition) —
can run in parallel with Chancenkarte for some professions
- Health insurance mandatory
- Anmeldung within 14 days
- On finding qualifying offer:
- Switch to §18a (vocational) / §18b (academic) / §18g (Blue Card)
- At Auslaenderbehoerde — no return to home country needed
- Extension: if probationary work or Anerkennung process not
concluded, Chancenkarte extendable up to 2 years total
§7 — FAMILY MEMBERS
Spouse + minor children can accompany Chancenkarte holder:
- Spouse needs A1 German (some exemptions)
- Spouse can work full-time (changed under 2024 reform — previously
only after Chancenkarte holder switched to skilled-worker permit)
- Children: educational rights, school enrolment
- Family-reunification visa at consulate concurrent with primary
§8 — COMPARISON: CHANCENKARTE vs OTHER ROUTES FOR [CLIENT_NAME]
- §20a Chancenkarte: explore the German job market (1-2 years, points
threshold)
- §18g Blue Card: direct employment with offer + Hochschulabschluss
+ salary above threshold (faster if offer secured pre-departure)
- §18b Skilled Worker (academic): direct employment with offer +
Hochschulabschluss
- §19c IT specialist: 2y IT experience + offer EUR 50,760+ (no degree
needed)
- §16d Anerkennungs-Aufenthalt: enter Germany to complete recognition
(for regulated profession route)
For [CLIENT_NAME] with [QUALIFICATION_STATUS] and no concrete offer:
- Chancenkarte typically the right route
- If offer materialises pre-departure: switch to §18b / §18g (faster
+ 4-year permit vs 1-year Chancenkarte)
§9 — RISK FLAGS
- Bundesagentur fuer Arbeit shortage list (Engpassberufe) is updated
periodically — verify [PROFESSION_FIELD] is on current list
- German language certificate must be from BAMF-recognised provider
(telc, Goethe, DTZ, OeSD, TestDaF)
- English C1 proof: IELTS 7.0+, TOEFL iBT 95+, Cambridge CAE/CPE, or
proof of full education/work in English-medium country
- Financial proof (Sperrkonto-equivalent EUR 12,324+/year for 2025):
German embassy enforces strictly; some Indian clients use
Verpflichtungserklaerung from German contact (sponsor letter)
- Once Chancenkarte issued, MUST enter Germany within 6 months or it
lapses
§10 — RECOMMENDATION
State ONE:
- "PROCEED CHANCENKARTE — [N] points. Apply at [German consulate]."
- "IMPROVE LANGUAGE FIRST — [N] points; need [target language level]
to reach 6."
- "DIRECT ROUTE BETTER — secure offer first; Blue Card §18g faster."
- "NOT YET ELIGIBLE — qualification not recognisable; pursue Anabin
/ ZAB / IHK Anerkennung first."
End with: "DRAFT - for Rechtsanwalt fuer Migrationsrecht review. Verify current Bundesagentur Engpassberufe-Liste (shortage occupations), current Auswaertiges Amt financial-proof figure, and consulate-specific Chancenkarte processing times before submission. Points-system rules can be refined by ordinance; confirm against current §20a AufenthG ordinance."Unlock the vault to see the full prompt
