Walk [CLIENT_NAME] (DOB [CLIENT_DOB], passport [PASSPORT_NUMBER]) through the complete ZAB Zeugnisbewertung application process for [DEGREE_TITLE] from [UNIVERSITY_NAME] (awarded [AWARD_DATE]).
PRE-CHECK: Has Anabin been consulted first? If [UNIVERSITY_NAME] is H+ and [DEGREE_TITLE] is clearly listed with German-equivalent wording, ZAB may be unnecessary depending on [TARGET_PURPOSE]. Confirm before incurring the EUR 200 fee + 3-month wait.
§1 — DOCUMENT GATHERING (India side, if India is India)
Required originals + apostilled copies:
(a) Higher Secondary School Certificate (10+2 / AISSCE / ISC / state board)
- Original from board (CBSE / CISCE / Maharashtra HSC / etc.)
- Apostille from MEA via local Branch Secretariat or RPO
- Cost: INR 90 fee + INR 1,500-3,000 service charge (varies by agent)

(c) Bachelor's degree certificate ([DEGREE_TITLE], [UNIVERSITY_NAME])
- Original signed by Vice-Chancellor / Registrar with university seal
- Apostille from MEA after authentication by HRD Ministry

apostille; CBSE/CISCE only — direct MEA)
- Process for university degrees:
Step 1: University authentication (Registrar signature verified)
Step 2: State HRD (Education Department) attestation
Step 3: MEA apostille
- Some universities now offer online verification (DigiLocker / NAD —
National Academic Depository); ZAB accepts NAD-issued certificates
(d) Bachelor's complete transcripts (all semesters / all years)
- All marksheets from all years
- Each apostilled (or consolidated official transcript signed by
Registrar + apostilled)

document covering full programme — preferred
(e) Convocation / Degree Award Letter (if separate from certificate)
(f) Migration Certificate (issued by university on leaving)
- Demonstrates programme completed
(g) Medium of Instruction Certificate (if [TARGET_PURPOSE] is academic

§2 — SWORN TRANSLATIONS (Germany side or India side)
ZAB requires German translation by oeffentlich bestellter und beeidigter
Uebersetzer (publicly appointed and sworn translator):
(a) ALL documents must be in German OR English
- Indian documents already in English: no translation needed
(most Indian degree certificates are issued in English)
- Hindi / regional language transcripts (e.g. Bengali, Tamil, Marathi
as second-language electives, or Sanskrit subject titles): translate
- Native-language seals/stamps: typically OK without translation but
ZAB occasionally asks
(b) Sworn translator list: https://www.justiz-dolmetscher.de (federal
court-sworn translator registry)
(c) Cost: EUR 60-150 per document (varies by complexity)
(d) Format: translator stamp + signature; certified to be true
translation; on official letterhead
(e) For Indian clients in India:
- Several sworn German translators based in India (Delhi, Mumbai,
Bengaluru) — search Goethe-Institut India network
- Alternative: get courier from India, translate in Germany on arrival

§4 — ZAB PROCESSING (12-14 weeks typical)
- Initial registration: 1-2 weeks
- Document review: 4-8 weeks
- Comparability assessment: 4-6 weeks
- Statement of Comparability drafted + dispatched: 1-2 weeks
- Total: typically 12-14 weeks; can run 6 months if queries
Communication: by post (German + English); some via portal.
Queries from ZAB:
- Subject syllabus details — ZAB may ask for course syllabi if degree
title doesn't clearly match a German equivalent
- Internship / practical training evidence
- Mode-of-instruction clarification (full-time confirmation)
- University verification (ZAB may write to university — extends time)
§5 — OUTCOME
ZAB issues the Zeugnisbewertung statement with one of these wordings:
(a) "Der [DEGREE_TITLE] entspricht einem deutschen
Bachelor-/Master-Abschluss" — full comparability, German Bachelor or
Master level (most common positive outcome for IIT/NIT/H+ universities)
(b) "[DEGREE_TITLE] ist vergleichbar mit einem deutschen
Bachelorabschluss" — comparable but not identical (still acceptable
for §18b / §18g / Chancenkarte in most cases)
(c) "Eine direkte Vergleichbarkeit kann nicht festgestellt werden"
— no direct comparability (negative; usually for H- institutions or
distance programmes from non-recognised universities)
- Doesn't automatically bar §18g — but Auslaenderbehoerde will be
cautious
- Alternative routes: §19c IT specialist (no degree required),
Chancenkarte points, work-experience-based Anerkennung under BQFG
(d) "Teilanerkennung" — partial recognition with specified gap
- For regulated professions; sets out missing modules
- Adaptation course or Kenntnispruefung required (see prompt
de-cred-anerkennung-appeal-supplementary)
§6 — USING THE ZEUGNISBEWERTUNG
- Original certificate + (typically) two certified copies are sent
- Valid INDEFINITELY (no expiry)
- Submit to:
- Auslaenderbehoerde with residence permit application
- Employer for offer-letter validation
- University with Master's admission application
- Ingenieurkammer / Approbationsbehoerde as academic input
- Bundesagentur fuer Arbeit (for §18g Blue Card or §39 AufenthG
Vorabzustimmung)
§7 — TIMELINE / COST SUMMARY FOR [CLIENT_NAME]
Apostille (India): 2-4 weeks + INR 5,000-15,000
Sworn translation (if needed): 1-2 weeks + EUR 60-150 per document
ZAB application: 12-14 weeks + EUR 200
Total realistic minimum: 4 months from start to certificate
Plan: submit ZAB application at least 4-5 months before [TARGET_PURPOSE]
deadline.
§8 — INDIAN-CONTEXT RISK FLAGS
- Distance B.Tech (e.g. Karnataka State Open University, Annamalai
University distance): high "no comparability" rate
- Deemed-to-be-university degree (Manipal, VIT, BITS, Symbiosis): mostly
OK if Anabin H+, but check
- 3-year B.Sc. / B.Com / B.A. (non-Honours): typically comparable to
German Bachelor only at level not duration — sometimes wording is
"vergleichbar auf Bachelor-Niveau, jedoch verkuerzt"
- 4-year B.E. / B.Tech: typically full Bachelor equivalence
- 5-year integrated M.Tech / M.Sc.: typically comparable to German
Master (single-tier)
- MBBS (5.5 years incl. internship): comparable to German Staatsexamen
Medizin (academic input); Approbation separate
- Pre-2010 BCS/Engg degrees from minor state universities: occasional
"no comparability"; consider re-evaluation with supplementary work
experience documentation
- Indian university name changes over years (e.g. JNTU split): provide
historical name + current name affidavit
§9 — IF NEGATIVE OUTCOME
If ZAB issues "no direct comparability":
- Re-application possible with additional evidence (more transcripts,
syllabi, prior recognition by another country)
- Alternative routes:
- §19c AufenthG (IT specialist — no formal degree required, 2y
verifiable experience + EUR 50,760 salary 2026)
- §16d AufenthG (Anerkennungs-Aufenthalt) — entry to Germany to
complete adaptation measures
- Chancenkarte §20a (points-based, even partial recognition counts)
- Berufsausbildung-Anerkennung via IHK (vocational route)
- See follow-up prompt de-cred-anerkennung-appeal-supplementary
End with: "DRAFT - for Rechtsanwalt fuer Migrationsrecht review. Verify against current Auslaenderbehoerde and ZAB / Anerkennungs-Finder guidance before submission. Confirm current ZAB fee (EUR 200), current banking details, current processing times, and Indian-context sworn-translator availability before client commits."Unlock the vault to see the full prompt
