UNIVERSAL ORDERING LOGIC (applies in every EU country)
The tax ID unlocks the bank account; the bank account unlocks the salary / Razorpay-style payment receipt; the proof-of-address unlocks the residence permit appointment; the residence permit unlocks the national-health enrolment. Get the tax ID + proof-of-address in week 1; everything else flows from those two anchors.
§1 — IF [TARGET_EU_COUNTRY] IS "Portugal"
LEGAL BASIS: Código do IRS art. 16 (tax residence + NIF); Lei n.º 7/2007 (Cartão de Cidadão); Lei n.º 23/2007 (foreign nationals).
DAY 1-2 — NIF (Número de Identificação Fiscal):
- Apply at Autoridade Tributária e Aduaneira (AT) - local Finanças office (free) OR via a fiscal representative (€60-120 if non-EU client without Portuguese address yet)
- Required: passport + proof of address (Portuguese lease OR overseas address with fiscal representative letter)
- Free for Portuguese-address holders; same-day issue at Finanças
- Bring: passport + visa + lease (or fiscal-rep declaration)
- NIF is REQUIRED to: open bank account, sign lease, register for healthcare, get utilities
DAY 2-3 — Bank account (conta à ordem):
- Walk into Millennium BCP / Caixa Geral de Depósitos / Novo Banco / ActivoBank / N26 with NIF + passport + proof of address
- Minimum deposit: €100-250
- Online-first option: Revolut, N26, Wise — set up day 1 with passport + NIF
- Banco BPI and Millennium BCP are Indian-friendly with English-speaking branches in Lisbon (Avenida da Liberdade, Saldanha)
- Required documents: passport, NIF, visa, Portuguese address (lease or hotel reservation initially)
DAY 3-4 — Junta de Freguesia (parish registration) + Atestado de Residência:
- Visit the junta de freguesia of the freguesia in which you live
- Brings: NIF + lease + photo ID
- They issue Atestado de Residência (residence certificate) — required for many subsequent steps including SEF / AIMA appointment
DAY 3-5 — SIM card (cartão SIM):
- MEO / NOS / Vodafone Portugal — walk into any storefront with NIF + passport
- Pre-paid: €10-15 for first month with 5-10 GB data
- Post-paid: €15-25/month with bank account + NIF
- Pingo Doce / Continente supermarket SIMs (LycaMobile, MEO Pingo Doce) work for short-term
DAY 5-7 — AIMA appointment (Agência para a Integração, Migrações e Asilo — replaced SEF October 2023):
- If holding a D-visa, you must register with AIMA within first 90 days
- Book online via portal.aima.gov.pt — appointment slots scarce; book DAY 1 if possible
- Bring: passport, visa, NIF, Atestado de Residência, lease, photos, fee (~€84)
§2 — IF [TARGET_EU_COUNTRY] IS "Spain"
LEGAL BASIS: Ley Orgánica 4/2000 + Real Decreto 240/2007 + Ley 14/2013 (Ley de Emprendedores); Ley General Tributaria.
DAY 1-3 — Empadronamiento at the Ayuntamiento (MANDATORY):
- Padrón Municipal de Habitantes — register at your city's Ayuntamiento (city hall) within 1-3 months but DO IT WEEK 1
- Required: NIE (if already obtained) OR passport, lease / property deed / householder's certificate, completed form
- Critical: empadronamiento is REQUIRED for healthcare, school enrolment, driving licence exchange, and proof-of-residence at consulates
- Madrid: book online via municipal portal; Barcelona: Oficina d'Atenció Ciutadana (OAC)
- Free of charge; issued same day in most cases
DAY 1-3 — NIE (Número de Identidad de Extranjero):
- If you arrived on a visa, the NIE is on your visa sticker
- If not: Oficina de Extranjería or Comisaría de Policía — book online via sede.administracionespublicas.gob.es
- Fee: €12.00 (Modelo 790-012)
- Required for: bank account, work contract, lease, healthcare, tax filing
- NIE on visa = green NIE certificate (paper); TIE (Tarjeta de Identidad de Extranjero) is the physical card issued AFTER you arrive — see Day 5-15
DAY 5-15 — TIE (Tarjeta de Identidad de Extranjero):
- Mandatory for non-EU residents to apply within 30 days of arrival
- Book at sede.administracionespublicas.gob.es → "Cita Previa Extranjería" → "Toma de huellas (expedición de tarjeta) y renovaciones"
- Bring: passport + visa + NIE + empadronamiento + 3 passport photos + Modelo 790-012 receipt (€12)
- Fingerprint capture session; card delivered 30-45 days
DAY 2-4 — Bank account:
- Walk into BBVA / Santander / CaixaBank / ING / Sabadell with NIE + passport + empadronamiento (some accept lease alone for first 30 days)
- Minimum deposit: €0-100 (most have free non-resident accounts)
- N26 / Revolut / Wise work immediately with passport + Spanish address
- Sabadell + ING are particularly Indian-friendly in Madrid + Barcelona
DAY 3-5 — SIM (móvil):
- Movistar / Vodafone / Orange / MásMóvil / Yoigo
- Pre-paid: €5-15 with passport
- Post-paid: €10-25/month with NIE + bank account
- Carrefour Móvil, Lowi, Simyo, Pepephone are cheaper MVNOs
§3 — IF [TARGET_EU_COUNTRY] IS "Italy"
LEGAL BASIS: D.P.R. 605/1973 (codice fiscale); D.Lgs. 286/1998 + D.P.R. 394/1999 (Testo Unico Immigrazione); D.P.R. 223/1989 (anagrafe).
DAY 1-2 — Codice Fiscale:
- Issue: Agenzia delle Entrate (local office) — book a "prenota appuntamento" online
- Required: passport + visa
- Issued same-day on tessera in many offices; free
- Required for: bank account, lease, work contract, healthcare, SIM (often), utilities
DAY 2-5 — Iscrizione Anagrafica at the Comune (mandatory for non-EU within 8 days of arrival under the Permesso di Soggiorno regime):
- Anagrafe della Popolazione Residente at your Comune (city hall)
- Required: codice fiscale, passport, visa, permesso di soggiorno (or receipt — ricevuta postale di richiesta del permesso), lease + landlord's housing-suitability cert (idoneità alloggiativa)
- Vigili will visit to verify residence (within 30 days)
- Outputs: certificato di residenza
DAY 1-8 — Permesso di Soggiorno (residence permit):
- Within 8 days of arrival, apply at Posta Italiana (post office) for the kit giallo (yellow kit)
- Costs: €30.46 stamp + €70.46 + €27.50 = ~€128 total
- Mail the kit; receive Questura appointment for fingerprinting
- Bring: passport, visa, codice fiscale, lease, photos, idoneità alloggiativa
DAY 2-4 — Bank account:
- Walk into Intesa Sanpaolo / UniCredit / Banco BPM / BPER / Crédit Agricole Italia / N26 Italia with codice fiscale + passport + permesso di soggiorno receipt + lease
- Minimum deposit: €0-100; free non-resident option common
- Online-first: N26, Revolut, Wise — works day 1 with codice fiscale + Italian address
DAY 3-5 — SIM (cellulare):
- TIM / Vodafone Italia / WindTre / Iliad / Fastweb / Ho. Mobile / Kena Mobile
- Pre-paid: €5-15 with passport + codice fiscale
- Iliad popular among expats — flat €7.99/month plans
§4 — IF [TARGET_EU_COUNTRY] IS "Netherlands"
LEGAL BASIS: Wet basisregistratie personen (BRP); Vreemdelingenwet 2000; Wet inkomstenbelasting 2001.
DAY 1-7 — BSN (Burgerservicenummer) via gemeente registration:
- Within 5 days of arrival, book "inschrijving" at your gemeente (municipality) — Amsterdam, The Hague, Utrecht, Rotterdam all online
- Required: passport, MVV / residence permit, lease (legalised), birth certificate (apostilled + translated to Dutch by sworn translator), marriage certificate (if applicable)
- BSN issued same-day after appointment; mandatory for bank, health insurance, work, tax
- For HSM (Highly Skilled Migrant): employer often books appointment in advance through expat centre
- Expatcentrum (Amsterdam, The Hague, Eindhoven, Rotterdam) — fast-track combined IND + BRP + tax — done in 1 visit; 2-4 weeks waiting list
DAY 2-4 — Bank account:
- ING / ABN AMRO / Rabobank / bunq / Revolut / N26 — walk in with BSN + passport + lease + visa
- Some banks (ABN AMRO especially) accept BSN-pending status with proof of appointment
- bunq + Revolut work day 1 without BSN if you have Dutch address; full bank features unlock with BSN
DAY 3-5 — SIM:
- KPN / Vodafone NL / T-Mobile NL / Lebara / Lyca / Simyo / Tele2
- Pre-paid: €10-15 with passport
- Post-paid: €15-30/month with BSN + bank account
DAY 5-14 — Mandatory health insurance (verplichte zorgverzekering):
- WITHIN 4 MONTHS of BSN issue (so can be week 2-3)

§5 — IF [TARGET_EU_COUNTRY] IS "France"
LEGAL BASIS: Code de la sécurité sociale; Code de l'entrée et du séjour des étrangers et du droit d'asile (CESEDA); Code général des impôts.
DAY 1-7 — OFII / OFPRA validation:
- VLS-TS (Visa Long Séjour valant Titre de Séjour) holders: validate within 3 months via administration-etrangers-en-france.interieur.gouv.fr
- Pay timbre fiscal (€200 for most categories); upload arrival date + address
- For TLS / D-visa other: rendez-vous at préfecture for carte de séjour within first months
DAY 1-3 — Address / domiciliation:
- Sign lease OR get attestation d'hébergement from host
- Justificatif de domicile (utility bill, lease, or attestation) is REQUIRED for everything: bank, SIM, NIR, école for children
DAY 2-5 — Bank account (compte bancaire):
- BNP Paribas / Crédit Agricole / Société Générale / LCL / Banque Populaire / La Banque Postale / N26 / Revolut FR / Boursorama / Hello bank!
- Walk in with passport, visa, justificatif de domicile
- Minimum deposit: €0-50
- Online-only options (N26, Revolut, Boursorama) — day-1 setup
- French law requires every legal resident to have a bank account ("droit au compte" guaranteed by Banque de France if refused)
DAY 3-5 — SIM (carte SIM):
- Orange / SFR / Bouygues / Free Mobile
- Pre-paid: €5-10 with passport
- Post-paid: €5-30/month — Free Mobile €19.99 unlimited is popular
- "Forfait sans engagement" = no commitment
DAY 5-30 — NIR (numéro de sécurité sociale) via CPAM:
- After 3 months of stable residence, register with Caisse Primaire d'Assurance Maladie (CPAM)

§6 — IF [TARGET_EU_COUNTRY] IS "Belgium"
LEGAL BASIS: Loi du 19 juillet 1991 (registres de la population); AR du 8 octobre 1981 (séjour des étrangers); Code des impôts sur les revenus 1992.
DAY 1-8 — Commune / gemeente registration (MANDATORY within 8 working days of arrival):
- Visit the commune (Brussels) / gemeente (Flanders) / commune (Wallonia) of your residence
- Required: passport, visa, lease, employer letter (if employed), birth certificate (apostilled + legalised), marriage certificate
- Outputs: declaration of arrival receipt (Annexe 15 or similar) — bridge document
- A police officer will visit your home within 2-4 weeks to verify residence (woonstcontrole / contrôle de résidence)
- After verification: National Number (Numéro National / Rijksregisternummer) issued
DAY 8-30 — eID (carte d'identité électronique pour étrangers):
- Belgian electronic ID card issued after police verification + commune approval
- Cost: ~€20-25
- Required: passport photos + commune appointment
- Card is REQUIRED for tax, banking finalisation, healthcare via mutuelle / mutualiteit
DAY 2-4 — Bank account:
- BNP Paribas Fortis / KBC / Belfius / ING Belgium / Argenta / N26 / Revolut BE
- Walk in with passport, visa, lease, employer letter
- Some banks require National Number for full account features — Revolut + N26 work day 1 with passport

DAY 1-3 — AFM (Arithmós Forologikoú Mētroou — tax number):
- Issued at the local DOY (Δημόσια Οικονομική Υπηρεσία — tax office) — or via AADE online portal myAADE
- Required: passport, visa, lease, completed form M1
- Free; same-day issue
- Required for: bank account, lease registration, tax filing, healthcare
DAY 2-3 — AMKA (social-security number):
- Issued at KEP (Citizens' Service Centres) — free
- Bring AFM + passport + lease
- Required for: EFKA (national social security), public healthcare, employment
DAY 3-5 — Bank account:
- Piraeus / National Bank of Greece / Alpha / Eurobank / Revolut Greece
- Bring AFM + passport + lease + visa
- Minimum deposit: €0-50
DAY 5-30 — Residence permit (αδειασ διαμονής):
- For non-EU: apply at the local Aliens Police Directorate (Διεύθυνση Αλλοδαπών) or local Decentralized Administration office within 30 days
- Bring: passport, visa, lease, financial proof, criminal record, photos
§8 — IF [TARGET_EU_COUNTRY] IS "Austria"
LEGAL BASIS: Meldegesetz 1991; Niederlassungs- und Aufenthaltsgesetz (NAG); Einkommensteuergesetz 1988.
DAY 1-3 — Meldezettel (residence registration) at Meldeamt:
- MANDATORY within 3 days of moving in
- Visit local Meldeamt (Vienna: Magistratisches Bezirksamt) with passport + lease + landlord signature
- Receive Meldezettel + ZMR Zahl (Zentrales Melderegister number)
- Free; same-day issue
- Required for everything subsequent
DAY 1-3 — Aufenthaltstitel (residence permit) if not already issued:
- Already issued if you arrived on D-visa converted to Aufenthaltsbewilligung; otherwise apply at MA 35 (Vienna) or Bezirkshauptmannschaft
DAY 2-3 — Bank account:
- Erste Bank / Bank Austria / Raiffeisen / BAWAG PSK / Easybank / N26 AT / Revolut
- Bring passport + Meldezettel + visa
- Minimum deposit: €0-100
DAY 3-5 — SIM:
- A1 / Magenta (T-Mobile) / Drei / yesss! / HoT / Lyca
- Pre-paid: €10-15
DAY 5-14 — Anmeldung at FA (Finanzamt) for tax number + e-card via ÖGK (Österreichische Gesundheitskasse) for health insurance
§9 — FAMILY ADDITIONS (if Solo mentions spouse / children)
For each family member:
- Apply for the same tax ID (NIF / NIE / Codice Fiscale / BSN / NIR / National Number / AFM / Meldezettel) under the same procedure
- Most countries: minor children share parent's tax-residency status; some (Italy) issue codice fiscale at birth abroad and confirm on arrival
- Bank account: open joint or separate; some banks require both signatures for joint
- School enrolment: see eu-settlement-school-enrollment-children-by-country (separate prompt)
§10 — ADDRESS-PROOF HIERARCHY (universal pattern)
In all EU countries, the address-proof hierarchy goes:
1. Permanent lease in client's name — strongest
2. Property purchase deed (escritura / atto / akte de notari / contrat de vente)
3. Joint lease with spouse / shared lease
4. Landlord declaration (attestation d'hébergement / dichiarazione di ospitalità / Anmeldebescheinigung)
5. Hotel reservation — accepted only for tax-ID issuance in some countries (Portugal, Italy); not for bank or residence permit
If Airbnb 30 days while searching is Airbnb / hotel: get the tax ID via that address first, then move to permanent lease ASAP and update the registration (re-empadronamiento, re-Anmeldung, change of address at commune).
§11 — WEEK-1 RED FLAGS
Flag for [CLIENT_NAME]:

Day 1 (arrival day): Photo of arrival stamp; SIM if possible; cash / Wise card check
Day 2: Tax ID appointment (or apply online if remote); accommodation confirmed
Day 3: Tax ID issued; bank account application
Day 4: Address registration at municipal authority
Day 5: Bank account active; SIM upgraded to post-paid; first utility / lease formalised
Day 6: Residence-permit appointment booked (if not pre-issued)
Day 7: Healthcare appointment booked; family additions in motion
End with: "DRAFT — for country-specific immigration lawyer review.
