[CLIENT_NAME] holds [CURRENT_STAMP_TYPE] from [STAMP_4_START_DATE]; total reckonable residence [TOTAL_RECKONABLE_RESIDENCE]. Map work rights, travel rights, and naturalisation timing.
§1 — STAMP 4 RIGHTS + RESTRICTIONS
Stamp 4 grants:
(a) Work for ANY employer (no employment permit required) OR self-employment
(b) Access to state services on same basis as Irish residents (with means-tested exceptions)
(c) Family reunification eligibility (Family Reunification Policy)
(d) Pathway to Long-Term Residence (LTR) — separate from naturalisation
(e) Pathway to Naturalisation (citizenship) under Irish Nationality and Citizenship Act 1956 (as amended)
Stamp 4 does NOT grant:
• Right to vote in national elections (only Irish citizens)
• Right to vote in EU elections (only EU citizens + UK in Common Travel Area framework)
• Irish citizenship (separate naturalisation application required)
• Indefinite right to remain absent (long absence may break "reckonable residence" for citizenship)
§2 — COMMON TRAVEL AREA (CTA) — UK ACCESS
CTA between Ireland + UK is enshrined in 1949 Free Movement Agreement + post-Brexit arrangements (UK-Ireland Bilateral Common Travel Area).
For Stamp 4 holders:
• CAN enter UK without UK visa for short visits (up to 6 months typically)
• PURPOSE limited to visit + leisure + family
• CANNOT work or study in UK without UK immigration permission (CTA is for travel + residence rights for Irish + UK citizens — Stamp 4 holders are not Irish citizens)
• CTA does NOT grant UK work or settlement rights to non-Irish Stamp 4 holders
• Carry IRP card + passport for any UK trip
CRITICAL: Stamp 4 holders crossing into UK from NI border may be checked by UK immigration; documentation should be carried.
§3 — SCHENGEN + EU TRAVEL
Ireland is NOT in Schengen.
For Stamp 4 holders travelling to Schengen Area (most EU countries):
• Stamp 4 IRP does NOT grant Schengen visa-free entry
• Visa-free entry depends on holder's nationality:
— Indian passport holders: Schengen visa required (single-entry / multiple-entry from Indian embassy of Schengen state)
— Bangladeshi passport holders: Schengen visa required
— Visa-free nationalities (e.g. EU citizens, certain South American etc.): visa-free
• Carry IRP + passport + return tickets + accommodation booking
EU FoM holders (Stamp 4 EUFAM):
• Stamp 4 obtained under EU Treaty Rights as family member of EU citizen
• Visa-free movement in Schengen + EU (treated as EU family member)
§4 — RECKONABLE RESIDENCE FOR NATURALISATION
To qualify for Irish naturalisation (citizenship) under Irish Nationality and Citizenship Act 1956 s.15:
(a) 5 years reckonable residence in 9 years preceding application (1 year continuous before application)
(b) 3 years if married to Irish citizen (continuous 1 year + 3 years total)
(c) Reckonable residence:
— Time on Stamp 1, 2 (some), 3 (some), 4, 5 generally counts
— Time on student permission has been re-included after recent policy reversals (verify current)
— Time as visitor / Stamp 0 / un-documented: does NOT count
(d) "Continuous" = absences < 6 weeks per year typically OK; longer absences need justification
Compute for [CLIENT_NAME] from [STAMP_4_START_DATE] + [TOTAL_RECKONABLE_RESIDENCE]:
• If ≥ 5 years (or 3 with Irish spouse): eligible to apply
• If less: continue accumulating reckonable residence
§5 — LONG-TERM RESIDENCE (LTR) PATHWAY
Separate from naturalisation, LTR is a stamp endorsement:
• After 5 years of reckonable residence on Employment Permit-based stamps (Stamp 1)
• OR similar through CSEP → Stamp 4 → LTR endorsement
• Confers most settlement-style rights
• Renewable on application

For Stamp 4 renewal:
• Renew IRP every 5 years (Stamp 4 standard) or 1-3 years per category

§9 — RED FLAGS
• Long absences during 5-year period: rebut continuous-residence presumption
• Tax non-compliance: Revenue Clearance Cert essential
• Criminal history: must disclose; Garda vetting required

§10 — PLANS FOR UK / EU TRAVEL — No
Recommendation table:

Confirm current reckonable residence calculation rules (have been re-reviewed multiple times for student permission inclusion/exclusion); verify CTA-UK arrangements post-Brexit; cross-check Schengen visa requirements for [CLIENT_NAME]'s nationality before travel planning."Unlock the vault to see the full prompt
