§1 — DOCUMENT-COLLECTION STAGE (controlled by client, 2-4 weeks for Indian institutions)
For EACH qualification in [QUALIFICATIONS_TO_ASSESS]:
(a) Degree certificate (the parchment / convocation certificate)
- Original preferred; certified copy by NZ JP / Indian Notary / Indian gazetted officer (with seal and registration number) accepted
- If lost: request a duplicate from the institution (3-6 months typical for Indian universities); NZQA may accept a Statutory Declaration of Loss + university letter confirming award + transcript
(b) Final consolidated transcript / mark sheets
- MUST be SEALED in an envelope by the issuing institution's registrar
- Envelope must be UNOPENED when NZQA receives it — opening voids the document
- Request transcript at the institution's transcript counter:
- Delhi University: Examination Branch, North Campus
- IIT Bombay: Academic Office, Powai
- Panjab University Chandigarh: Examination Branch

(c) Year-wise / semester-wise mark sheets — if final transcript is consolidated, NZQA may also want the semester-wise records
- Required especially for degrees with semester-system grading (most Indian B.Tech / M.Tech)
- Sealed by registrar same as final transcript
(d) Curriculum / syllabus document (for niche / non-standard qualifications)
- Diploma in Naturopathy, Ayurveda, B.Tech in emerging specialisations (Quantum Computing, AI) — NZQA may request the syllabus to assess content
- For mainstream degrees (B.Tech CSE / M.Sc. Physics / B.Com), syllabus usually NOT requested
(e) Medium-of-instruction certificate
- Most Indian universities issue an MOI certificate on request — confirms degree was taught in English
- Useful for NZQA confidence; mandatory for some profession registrations (NCNZ, Teaching Council)
§2 — NAME-MISMATCH PROTOCOL
Compare [CLIENT_NAME] (current passport) against [NAME_ON_DEGREE]:
Case (a) — exact match: no further documents needed.
Case (b) — maiden / married name change:
- Original marriage certificate + certified English translation (if not in English)
- For Hindu marriages: certificate under Hindu Marriage Act 1955 (issued by Sub-Registrar)
- Some Indian states issue certificate in regional language only — get NAATI / NZ-attested translation
- Optionally: gazette notification of name change (Indian Gazette / state gazette) — strongest evidence
Case (c) — spelling variant (Aanya vs Anya; Singh-Sharma vs Sharma; full middle name added):
- Affidavit / statutory declaration of "same person" — sworn before Indian Notary or NZ JP
- One Affidavit covering all variants is acceptable
- Attach copies of Aadhaar / PAN / 10th / 12th certificates showing the name evolution
Case (d) — deliberate change post-degree (deed poll / Gazette name change unrelated to marriage):
- Indian Gazette notification (Department of Publication, Govt of India)
- For NZ-side: NZ Deed Poll / Statutory Declaration under Oaths and Declarations Act 1957
§3 — TRANSLATIONS
If None — all in English is anything other than "None":
- NZQA-accepted translators:
- NAATI-certified translators (Australian system — accepted by NZQA)
- Translators with NZ Society of Translators and Interpreters (NZSTI) accreditation
- Translators authorised by High Commission of India in NZ
- Some Indian-side options: translators registered with Indian notary / sub-divisional magistrate
- Translation format requirements:
- Translator's stamp / signature on every page
- Translator's certification statement: "I, [name], [credentials], certify that the foregoing is a true and accurate translation of the attached original document, executed on [date] at [place]"

- Do NOT submit self-translations or translations by friends / family
- Common documents needing translation for Indian clients:
- Marriage certificate in Punjabi / Gujarati / Tamil / Telugu / Bengali
- Birth certificate in regional language
- Older state-board mark sheets pre-1990 in Hindi / regional language
- University transcripts where semester labels are bilingual
§4 — STATUTORY DECLARATIONS (when required)
NZQA may accept a Statutory Declaration in lieu of unobtainable originals. Format:
- Indian-side: notarised before Indian Notary Public OR sworn before Sub-Divisional Magistrate / Tehsildar
- NZ-side: Statutory Declaration under Oaths and Declarations Act 1957, witnessed by NZ Solicitor / Notary Public / JP
- Content: declarant identity, qualification details, reason original not available, attached copies certified as true
Common use cases:
- Lost original degree certificate (with university letter confirming the loss + duplicate process)
- Lost original transcript
- Institution closed / merged (e.g. older institutes absorbed into UGC universities)
- Name discrepancy without marriage cert (estranged / non-traditional family)
§5 — ONLINE LODGEMENT (NZQA portal)
(a) Create NZQA account: nzqa.govt.nz/qualifications-standards/international-qualifications
(b) Select "International Qualifications Assessment" → choose Standard IQA or PAR
(c) Complete online form (typical fields):
- Personal details (name, DOB, citizenship, current passport, NZ visa if any)
- Contact details (email + phone — NZQA may call back for clarification)
- Each qualification: institution, programme name, dates, duration, NZ pathway purpose
- Declaration of accuracy
(d) Upload digital scans of all supporting documents (PDF preferred, max ~10 MB each)
(e) Pay fee online: NZD 746 (Standard) or NZD 250 (PAR) — credit card, debit card, or POLi
(f) Receive confirmation email with NZQA case reference (format: typically NZQA/IQ/XXXXXX)
§6 — COURIERING ORIGINALS (if NZQA requests)
NZQA may request originals or certified copies by post after the online lodgement (especially for clients in India where NZQA cannot easily verify institution-side records).
If requested:
- Address: NZQA, PO Box 160, Wellington 6140, New Zealand (verify current at lodgement)
- Courier: international tracked courier (DHL / FedEx / Aramex) — NOT regular India Post
- Insure to value of NZD 200 minimum
- Include cover sheet with NZQA case reference
- Sealed transcripts: do NOT open; do NOT remove from registrar's envelope; mark "DO NOT OPEN — REGISTRAR-SEALED TRANSCRIPT FOR NZQA"
- Track delivery + retain proof of delivery
§7 — POST-LODGEMENT (the 30-working-day clock)
(a) Acknowledgement email from NZQA within 5-10 working days
(b) Possible "Request for Further Information" (RFI) — common triggers:
- Translator credentials not clear
- Degree certificate not legible
- Marksheet pages missing
- Need syllabus for niche programme
- Name-mismatch evidence incomplete
(c) RFI extends the 30-working-day clock — respond within 14 days to avoid file closure
(d) Outcome letter issued — by email (PDF) + physical letter optional
(e) Outcome letter format:
- Header: NZQA case reference, applicant name
- Per-qualification table: institution, programme, dates, NZQF level finding, qualification type finding
- Standard wording: "This qualification has been assessed as comparable to a [NZQF Level n] [qualification type] in New Zealand"
§8 — POST-OUTCOME USAGE
(a) SMC EOI / Resident Visa: upload IQA letter PDF to INZ Online Services portal; cite NZQA reference
(b) AEWV Job Check: provide IQA letter to employer for inclusion in Job Check application
(c) Profession registration: most profession bodies (MCNZ / NCNZ / ENZ / Teaching Council) run their OWN assessment, but the NZQA IQA letter is useful supporting evidence
(d) University admission: most NZ universities accept the IQA letter for credit transfer / admission to Master's / PhD
Validity: NZQA IQA outcomes do not expire. The qualification itself doesn't change. NZQA's framework may update, but a historical outcome remains valid evidence of the comparison at the time it was issued.
§9 — APPEAL / RE-EVALUATION (preview — full detail in Slot 6)
If the IQA outcome is lower than expected:
- Re-evaluation request within 3 months of outcome letter (fee applies, typically NZD 200-400)
- Provide additional evidence (syllabus, alumni records, accreditation letters)

§10 — INDIA-SPECIFIC SUBMISSION CHECKLIST
[ ] Sealed transcripts from each institution — registrar's seal intact
[ ] Degree certificate originals or certified copies for each qualification
[ ] Semester / year-wise mark sheets if applicable
[ ] Medium-of-instruction certificate (recommended)
[ ] Marriage certificate + translation if name changed
[ ] Statutory Declaration of "same person" if name variants
[ ] PAN / Aadhaar / 10th / 12th copies as supporting identity evidence
[ ] Translator certifications for any non-English content
[ ] NZQA fee paid online — transaction reference captured
