The Parent + Grandparent Visitor Visa (PGVV) is a multi-entry visitor visa introduced in 2023 (Operational Manual V3 supplement). Key features:
• Multi-entry validity: up to 5 years (or 10 years if NZ sponsor has been citizen / resident 10+ years)
• Total time in NZ: up to 18 months in any 3-year period
• Each entry: up to 6 months
• Open to parents + grandparents of NZ citizens / residents
• No income threshold like PCRV — much more accessible
• Cannot work or study (visitor class)
PGVV is the most common bridging visa while PCRV ballot processes — and a permanent solution for many families who don't need PR.
Draft a 500-600 word PGVV strategy for [PARENT_NAME] ([RELATIONSHIP] of [SPONSOR_NAME], [SPONSOR_STATUS]).
§1 — ELIGIBILITY (140-180 words)
[PARENT_NAME] must:
(a) Be a parent, step-parent, grandparent, or step-grandparent of [SPONSOR_NAME]
(b) Hold a valid passport (minimum validity 3 months beyond intended departure)
(c) Meet health requirements:
- Acceptable Standard of Health (ASH) — generally OK for visitor stream
- Chest x-ray for stays > 6 months OR from TB-list countries (India is on list)
- Full medical for some health histories
(d) Meet character requirements (no serious criminal history)
(e) Have sufficient funds OR sponsor declaring support (NZD ~1,000 per month per visitor)
(f) Hold comprehensive travel + medical insurance for the visit duration
(g) Demonstrate intent to leave at end of each stay (visitor intent — V3.5)
[SPONSOR_NAME] must:
(h) Be a NZ citizen, resident, or permanent resident
(i) Be 18+ years old
(j) Sign sponsorship form committing to support
(k) Meet character requirements
NOTE: there is NO minimum income threshold for [SPONSOR_NAME] — unlike PCRV. This is the major access advantage.
§2 — 5-YEAR vs 10-YEAR VALIDITY DETERMINATION (80-100 words)
Standard PGVV: 5 years multi-entry
Extended PGVV: 10 years multi-entry, if:
• [SPONSOR_NAME] has held NZ citizenship / residence for 10+ years continuously, AND
• [SPONSOR_NAME] meets character + sponsorship requirements
For [SPONSOR_STATUS]:
• Confirm years held
• If 10+ years: request 10-year validity
• Otherwise: 5-year (still renewable on expiry under similar terms)
The 18-month-in-3-years cap applies regardless of 5- vs 10-year validity.
§3 — APPLICATION PACKAGE (180-220 words)
[PARENT_NAME] submits:
• INZ 1017 — Visitor Visa Application
• INZ 1025 — Sponsorship Form (signed by [SPONSOR_NAME])
• Passport bio + all stamps
• 2 photos (passport standard)
• Cover letter from [PARENT_NAME] stating purpose, duration, return intent
• Letter of invitation from [SPONSOR_NAME]
