Advise [CLIENT_NAME] on whether PTE Academic or TOEFL iBT is a stronger fit than IELTS for their NZ visa stream — and what scores to target.
CLIENT SUMMARY
- Name: [CLIENT_NAME]
- Home city: [HOME_CITY]
- Intended NZ visa: [INTENDED_VISA_STREAM]
- Prior IELTS: Never sat IELTS
- Why considering alternative: [PREFERENCE_REASON]
- Visa lodgement deadline: [TIMELINE_TO_VISA_LODGE]
§1 — INZ ACCEPTANCE (E5.5)
Both PTE Academic and TOEFL iBT are on INZ's accepted-tests list (chapter E5 of the Operations Manual). Acceptance is at the test result level — INZ takes the official score report directly.
Both tests are computer-delivered, AI + human marked. No face-to-face Speaking examiner.
Validity: 2 years from test date (E5.10) — same as IELTS.
§2 — INZ EQUIVALENCY TABLE (verify current via Operations Manual E5)
For SMC Resident Visa (SM5.5) — principal applicant overall threshold:
IELTS overall 6.5 (Academic or GT) = PTE Academic 58 = TOEFL iBT 79 = Cambridge C1 Advanced 176
For SMC partner (SM5.10) — partner overall 5.0:
IELTS overall 5.0 = PTE Academic 36 = TOEFL iBT 35 = Cambridge B1 Preliminary 134 (or pre-pay NZ$1,735 ESOL bond)
For AEWV (WI10.15) — overall 4.0:
IELTS overall 4.0 = PTE Academic 29 = TOEFL iBT 31 = Cambridge B1 Preliminary 140 (or OET grade D — health only)
For Parent Resident Visa (R5.30) — overall 4.0:
Same as AEWV row above
For Student Visa: education provider sets the threshold — typically:
- Bachelor's: PTE 50 / TOEFL 60
- Master's: PTE 58 / TOEFL 80
- PhD: PTE 64 / TOEFL 90
§3 — PTE ACADEMIC — STRUCTURE + ADVANTAGES
Structure (2 hours, all computer-delivered):
- Part 1: Speaking + Writing (54-67 min) — integrated tasks
- Part 2: Reading (29-30 min)
- Part 3: Listening (30-43 min)
Task types include:
- Read aloud (Speaking)
- Repeat sentence (Speaking + Listening hybrid)
- Describe image (Speaking)
- Re-tell lecture (Speaking + Listening hybrid)
- Answer short question (Speaking)
- Summarise written text (Writing — 1 sentence)
- Write essay (Writing — 200-300 words)
- Multiple choice / re-order paragraphs / fill blanks (Reading)
- Summarise spoken text (Listening + Writing)
- Highlight correct summary (Listening)
- Write from dictation (Listening + Writing)
Advantages over IELTS:
- Results in 2-5 calendar days (vs IELTS 13 days paper / 3-5 days c-d)
- No human examiner for Speaking — useful for clients with Speaking anxiety or strong accents
- Slot density in Indian Pearson VUE centres is highest of all tests
- Integrated tasks reward strong all-rounders
- AI marking — consistent, less subjective
Disadvantages:
- Integrated tasks penalise candidates strong in one skill, weak in another (e.g. Speaking + Listening hybrid means listening errors hurt speaking score)
- "Re-tell lecture" and "Repeat sentence" reward sound-mimicry — clients with strong mother-tongue accent score lower despite content accuracy
- No human appeal — score is final unless score re-evaluation requested (USD 95)
If [PREFERENCE_REASON] cites Speaking anxiety: PTE is the strongest fit.
§4 — TOEFL iBT — STRUCTURE + ADVANTAGES
Structure (3 hours, all internet-based at test centre):
- Reading: 35 min (2 passages, 20 questions)
- Listening: 36 min (3 lectures + 2 conversations, 28 questions)
- Speaking: 16 min (4 tasks)
- Writing: 29 min (1 integrated + 1 academic discussion)
Scored 0-30 per section, 0-120 total.
Advantages over IELTS:
- Academic context throughout — fits university-bound Student Visa applicants
- Recognised by 11,500+ institutions globally (also useful if client may also target US / Canada universities)
- Results in 4-8 days (online release)
- At-home test option (TOEFL iBT Home Edition) — available to Indian candidates with stable internet + ProctorU eligibility
Disadvantages:
- Less recognised in NZ trade/work context than IELTS
- Speaking tasks recorded and AI/human-marked — similar to PTE but harder integrated tasks
- Higher cost (USD 200 vs IELTS INR 17,000)
- Speaking task 2-4 are "integrated" — read passage + listen + speak. Reading or Listening lapse hurts Speaking score.
If [INTENDED_VISA_STREAM] is Student Visa for a globally-positioned programme: TOEFL iBT is strong.
§5 — INDIAN CENTRE AVAILABILITY FOR [HOME_CITY]
PTE Academic (Pearson VUE):
- Hyderabad: HITEC City (multiple slots/day)
- Bengaluru: Whitefield, Indiranagar (multiple slots/day)
- Pune: Aundh, Hinjawadi (daily slots)
- Mumbai: Andheri, BKC, Powai (multiple slots/day)
- Delhi: Connaught Place, Gurgaon, Noida (highest density)
- Tier-2 cities (Jaipur, Surat, Ahmedabad, Indore): weekly slots
- At-home PTE: PTE Online available with ProctorU — Indian residential broadband + camera required
TOEFL iBT (ETS test centres):
- Hyderabad: HITEC City Prometric centre
- Bengaluru: HSR Layout, Indiranagar
- Pune: Kothrud, Aundh
- Mumbai: Andheri, Worli
- Delhi: Saket, Karol Bagh
- Tier-2 cities: limited; may require travel
- TOEFL iBT Home Edition: stable + supervised; requires Whiteboard / ProctorU
§6 — RECOMMENDATION BASED ON Never sat IELTS AND [PREFERENCE_REASON]
If Never sat IELTS shows IELTS Writing stuck at 5.5:
- Try PTE Academic — Writing scored on different criteria (Summarise written text + Write essay = 2 tasks, AI-marked)
- Many Indian test-takers see PTE Writing jump 1-2 bands vs IELTS Writing
- Target PTE 58 to match IELTS 6.5 SMC threshold
If Never sat IELTS shows IELTS Speaking weak:
- PTE Academic AI-marking is more lenient on accent
- But integrated tasks may hurt — try a free PTE practice test first
- TOEFL Speaking is harder integrated — not recommended if Speaking is weak
If [PREFERENCE_REASON] is "faster results":
- PTE wins: 2-5 days
- TOEFL: 4-8 days
- IELTS computer-delivered: 3-5 days (close)
If [PREFERENCE_REASON] is "Writing-Reading academic strength":
- TOEFL iBT integrated tasks reward this profile
- Target TOEFL 79 for SMC PR
§7 — TIMELINE FIT TO [TIMELINE_TO_VISA_LODGE]
4 weeks deadline:
- PTE: book within 7 days, sit at 2-week mark, results day 5, lodge visa with 1 week buffer
- TOEFL: same pattern, results day 8, tighter — book test centre confirmed
- One re-sit possible only at very tight 4-week window if first attempt within 2 weeks
8 weeks deadline:
- Comfortable; either test; allow 4 weeks prep + 4 weeks buffer including re-sit
16 weeks deadline:
- Most comfortable; 6-8 weeks prep + 2 attempts buffer; lodgement well within validity
§8 — COST COMPARISON
- PTE Academic: INR 17,000 (~NZ$330)
- PTE Academic re-eval: USD 95
- TOEFL iBT: USD 200 (~NZ$330) + USD 40 late registration fee
- TOEFL iBT score review: USD 80 (Speaking only) / USD 80 (Writing only)
- IELTS for reference: INR 17,000
Verify with Pearson VUE India / ETS Prometric India at booking — fees fluctuate quarterly.
§9 — RISK FLAGS
Risk 1: PTE result delayed beyond 5 days — system anomaly
Mitigation: Pearson VUE India hotline; allow 7-day buffer before lodgement
Risk 2: TOEFL Home Edition technical disqualification (camera, room conditions)
Mitigation: Book centre-based test for stakes-high; Home Edition for re-sit only
Risk 3: Equivalency table updates in INZ Operations Manual (E5)
Mitigation: Re-confirm thresholds within 7 days of result issue + visa lodgement
Risk 4: Score sent to wrong INZ branch / not linked to visa file
Mitigation: When ordering test report, select "INZ — Immigration New Zealand" as recipient
§10 — DECISION SUMMARY (one-line)
Format: "Sit [PTE Academic / TOEFL iBT] at [centre in HOME_CITY], target [score] (= IELTS equivalent [band] under E5 equivalency for [INTENDED_VISA_STREAM]). Results in [X] days. Total cost: NZ$[Y]. Have INZ listed as score recipient. Lodge visa within 2 years of test date."
End with: "DRAFT — for IAA-licensed immigration adviser review. Verify INZ equivalency table at chapter E5 of the Operations Manual against current 2026 version — equivalencies are revised periodically. Confirm Pearson VUE India / ETS Prometric India current test fee before quoting. Score validity 2 years from test date — non-negotiable under E5.10."Unlock the vault to see the full prompt
