§2 — STREAM-BY-STREAM THRESHOLD TABLE
Match [INTENDED_VISA_STREAM] to the right row:
Student Visa — depends on the education provider's own English entry requirement (not INZ-set, but INZ checks compliance):
- University Bachelor's: IELTS Academic overall 6.0 (no band < 5.5) typical
- University Master's: IELTS Academic overall 6.5 (no band < 6.0) typical
- University Doctorate: IELTS Academic overall 6.5-7.0 (no band < 6.5)
- PTE Academic equivalent: 50-58 overall, no comm skill < 50
- TOEFL iBT equivalent: 80-90 overall

AEWV (Accredited Employer Work Visa) — WI10.15:

§3 — TEST RECOMMENDATION FOR [CLIENT_NAME]
Based on [INTENDED_VISA_STREAM] and [OCCUPATION_OR_PROGRAMME]:
Step 1: Identify the binding INZ threshold from §2 above.
Step 2: Assess [PRIOR_ENGLISH_EXPOSURE] — is the client clearly above the threshold (low risk), borderline (test-coaching needed), or significantly below (defer + upskill)?
Step 3: Match test to client strengths:
- IELTS Academic — best for university Student Visa, also accepted SMC PR. Most familiar test in India; widely available; paper or computer-delivered. Speaking is face-to-face with examiner. Indian test-takers strong in Reading/Listening, often weaker in Speaking/Writing.
- IELTS General Training — accepted for AEWV and SMC PR (NOT Student). Reading + Writing modules use everyday English (workplace letters, articles). Easier than Academic for non-academic clients. Useful for trade workers (chefs, mechanics, hospitality).
- PTE Academic — fully computer-delivered, AI-marked. Results in 2-5 days (vs 13 days for IELTS). No human examiner — appeals to clients with strong accent / Speaking anxiety. Accepted for Student Visa, SMC PR, AEWV. Strong India presence (Pearson VUE centres).
- TOEFL iBT — fully computer-delivered, AI + human marked. Accepted for Student Visa primarily; SMC PR equivalent table accepts it. Reading/Listening academic-leaning. Better for US-bound parallels (some clients sit one test for multiple destinations).
- Cambridge C1 Advanced / C2 Proficiency — accepted across all NZ streams. Higher prestige in Europe. Less common in India. Validity for life (test result), but INZ still requires within 2 years of visa application. Limited centres in India.
- OET — ONLY for ANZSCO 25xxxx Health Practitioners (registered nurses, doctors, dentists, pharmacists, etc.). Test in medical context — patient histories, case notes. Highly relevant for healthcare clients targeting AEWV / SMC. Box Hill Institute / Cambridge Assessment delivery.
State recommendation: PRIMARY (best fit) and BACKUP (second option if primary fails).
§4 — INDIAN TEST-CENTRE LOGISTICS
For [HOME_CITY]:
Amritsar:
- IELTS: IDP at Ranjit Avenue, British Council partner centres. Computer-delivered IELTS at Pacific College, Mall Road.
- PTE: Pearson VUE at Lawrence Road. Frequent slots.
- TOEFL iBT: Limited slots; nearest reliable centre Chandigarh (90 km).
- Cambridge: Nearest centre Chandigarh / Delhi.
- OET: Nearest centre Chandigarh / Delhi.
Ahmedabad:
- IELTS: IDP at Navrangpura, BC at Ellisbridge. Multiple weekly slots.
- PTE: Pearson at Prahlad Nagar. High frequency.
- TOEFL iBT: Several centres at SG Highway.
- Cambridge: Limited; nearest Mumbai.
- OET: At Box Hill partner centre, Ahmedabad city.
Hyderabad:
- IELTS: IDP at Banjara Hills, BC at Begumpet. Daily slots possible.
- PTE: Pearson at HITEC City. Highest density in South India.
- TOEFL iBT: Many slots, HITEC City and Gachibowli.
- Cambridge: Available at Begumpet.
- OET: At Box Hill partner centre, Banjara Hills.
Other Tier-1 cities (Delhi, Mumbai, Bengaluru, Chennai, Kolkata, Pune): full range of all tests available daily.
Tier-2/3 cities (Jalandhar, Ludhiana, Surat, Vadodara, Indore, Coimbatore, Vizag): IELTS + PTE typical; TOEFL/Cambridge/OET often require travel.
§5 — COST COMPARISON (INR / NZD)
- IELTS Academic / General Training: INR 17,000 (~NZ$330)
- PTE Academic: INR 17,000 (~NZ$330)
- TOEFL iBT: USD 200 (~NZ$330)
- Cambridge C1 Advanced: INR 14,500 (~NZ$280)
- OET: AUD 587 (~NZ$640)
Verify at time of booking — fees fluctuate quarterly.
If Comfortable is "Tight": recommend IELTS or PTE (parity in cost and acceptance breadth). Avoid OET unless required.
§6 — TIMELINE FIT
Match [TIMELINE_TO_APPLY] to test logistics:
2 months: Sit PTE Academic now (5-day results) for fastest turnaround. IELTS computer-delivered also OK (3-5 days for c-d, 13 days for paper).
6 months: Either; consider 6 weeks coaching first then one attempt. Allow 4 weeks buffer for re-sit if score short.
12 months: Comfortable; one attempt with 8-12 weeks coaching; re-sit buffer; INZ visa application after results.
Hard rule: results valid 2 years from test date — do not test more than 18 months before intended visa application (leaves no validity buffer for processing).
§7 — COACHING vs SELF-PREPARATION
Based on [PRIOR_ENGLISH_EXPOSURE]:
Strong (English-medium degree + workplace English): self-prep with Cambridge IELTS books, official PTE practice tests, free Magoosh / E2 IELTS resources. 4-6 weeks. Score predicted near top.
Moderate (English-medium school but limited speaking practice / mixed-medium degree): self-prep + 1-2 mock tests with feedback. Or 4-week IELTS coaching at IDP / British Council / local centre. Cost: INR 8,000-25,000.
Limited (Punjabi/Hindi-medium school, limited English at work): 8-12 weeks intensive coaching. Cost: INR 15,000-40,000. Consider deferring test 6 months.
§8 — RISK FLAGS
Risk 1: Test booked before INZ accepted-tests list re-check (E5.5 amendments quarterly)
Mitigation: Re-verify accepted tests on official INZ Operations Manual within 7 days of booking
Risk 2: Score below threshold by 0.5 band — applicant tempted to re-sit immediately
Mitigation: 4-6 week gap between attempts minimum; address weakest module specifically; one-off scores can be unreliable
Risk 3: Score certificate issued > 2 years before visa lodgement
Mitigation: Track validity end-date; lodge visa before expiry
Risk 4: Misidentified test type (e.g. IELTS General Training submitted for Student Visa)
Mitigation: Confirm Academic vs General Training requirement before booking — see §2
Risk 5: Test centre uses outdated marking schemes (TRF Test Report Form must show INZ-recognised reference)
Mitigation: Test directly with IDP / British Council / Pearson / ETS / Cambridge — avoid sub-tier centres
§9 — RECOMMENDATION SUMMARY (one-line)
Format: "Sit [TEST] (Academic / General Training as applicable) at [CENTRE in HOME_CITY], target overall [SCORE] with no sub-band below [SUB]. Allow 4 weeks coaching + 1 buffer attempt. Total cost: NZ$[X]. Validity: through [date]."
End with: "DRAFT — for IAA-licensed immigration adviser review. Verify against current INZ Operations Manual accepted-tests list (chapter E5) before submission. Confirm current test fees with IDP / British Council / Pearson VUE / ETS / Cambridge / Box Hill OET before quoting to client. Score validity is 2 years from test date — non-negotiable under E5.10."Unlock the vault to see the full prompt
