CORE RULE (SM5.1)
To qualify under SMC, the applicant must reach 6 points across the five permitted streams below. Points within a stream do NOT stack with themselves (you take the highest tier achieved in each stream), but points across streams DO stack.
Floor requirements that apply regardless of points (these are not points themselves — they are GATEWAY tests):
(i) Skilled employment in NZ (job offer OR currently employed in NZ) at ANZSCO skill level 1-3 OR on the Green List OR in a sector exception
(ii) Employer is INZ-accredited
(iii) Pay rate at least 1.5x the published median wage (NZD 31.61/hr from 28-Feb-2025; verify 2026 rate — estimate NZD 33.00/hr from 28-Feb-2026) for the points-eligible bands
(iv) English proficiency (IELTS 6.5 general / academic overall, with no band < 6.0 — OR equivalent OR English-medium qualification recognised by NZQA)
(v) Health: meet INZ acceptable standard of health (India = TB chest X-ray for any stay > 6 months; full medical for 12+ months)
(vi) Character: no convictions resulting in 5+ year sentence; no convictions in last 10y resulting in 12+ month sentence; no deportation, no fraud findings under s.158
If any gateway fails, the application fails regardless of points. State PASS or FAIL on each gateway BEFORE counting points.
§1 — STREAM A: SKILLED EMPLOYMENT IN NZ (SM5.5)
Parse [JOB_OFFER_DETAILS] and award the SINGLE HIGHEST applicable tier:
- 3 points: Skilled employment paying 1.5x median wage (currently NZD 47.41/hr based on 2025 NZD 31.61 floor; verify 2026 rate)
- 4 points: Skilled employment paying 2x median wage (NZD 63.22/hr 2025 / ~66/hr 2026)
- 6 points: Skilled employment paying 3x median wage (NZD 94.83/hr 2025 / ~99/hr 2026)
The job MUST also be:
(a) On the Green List Tier 1 or Tier 2 (any pay rate counts for Stream A), OR
(b) ANZSCO Skill Level 1, 2 or 3, paid at ≥ 1.5x median, OR
(c) ANZSCO Skill Level 4 or 5 with sector exception (Care Workforce / Transport), paid at ≥ 1.5x median
State: Stream A = n points (rationale + ANZSCO confirmation + pay-rate calc) / FAILS GATEWAY (cannot use Stream A).
§2 — STREAM B: QUALIFICATION (SM5.10)
Parse [QUALIFICATION_DETAILS]. NZQA / IQA assessment (or pre-assessed equivalence) needed for non-NZ qualifications.
- 3 points: NZQF Level 6 (e.g. Diploma)
- 4 points: NZQF Level 7 (e.g. Bachelor's degree)
- 5 points: NZQF Level 8 (Honours / Postgrad Cert / Postgrad Dip)
- 6 points: NZQF Level 9 or 10 (Master's / Doctoral)
For Indian qualifications, typical IQA outcomes:
- 3-year Bachelor (BA / BCom / BSc): NZQF Level 6 = 3 points
- 4-year Bachelor (BEng / BTech / MBBS): NZQF Level 7 = 4 points
- Master's (MA / MSc / MTech / MBA): NZQF Level 9 = 6 points
- PhD: NZQF Level 10 = 6 points
- 2-year Indian Diploma after Class 12: NZQF Level 5 = 0 points
- 3-year Indian Polytechnic Diploma: usually NZQF Level 6 if benchmarked = 3 points
State: Stream B = n points (NZQF level + benchmark route). Flag if IQA needed.
§3 — STREAM C: NZ INCOME (SM5.15)
NZ income points stack with Stream A only if income is from a different qualifying source (e.g. employment paid above 3x median + ANOTHER source). In practice this stream rewards exceptional pay.
- 1 point: NZ income at 1x median wage (NZD 31.61/hr 2025; ~33/hr 2026 estimate)
- 2 points: NZ income at 1.5x median
- 3 points: NZ income at 2x median
- 4 points: NZ income at 3x median
Note: Stream A already requires 1.5x median minimum. Income points are practically used to top up — e.g. job at 1.5x = 3pt A + 2pt C = 5pt; need 1 more from B/D/E.
State: Stream C = n points (annualised income calc against current median).
§4 — STREAM D: OCCUPATIONAL REGISTRATION (SM5.20)
Parse None. Award the SINGLE HIGHEST tier:
- 3 points: NZ occupational registration AND skilled employment in that occupation (the typical Nursing Council / EWRB / Engineering NZ etc.)
- 4 points: 1+ years of NZ employment AT that registration
- 5 points: 3+ years of NZ employment AT that registration
- 6 points: 6+ years of NZ employment AT that registration
The occupation must require registration by NZ law (Nursing Council, NZ Medical Council, Teaching Council, Engineering NZ, EWRB, etc.). Voluntary memberships do NOT count.
State: Stream D = n points (registration body + years calc) / not applicable.
§5 — STREAM E: SPECIALISED TRAINING / NZ STUDY (SM5.25)
Parse None:
- 1 point: 2+ years of NZ study toward an NZQF L7+ qualification
- 2 points: NZ Master's or Doctoral completed in NZ (Level 9-10)
NZ Apprenticeship completion (NZQF L4): does NOT count for Stream E directly, but does anchor Stream B at L4-6 depending on the trade.
State: Stream E = n points / not applicable.

§7 — BEST-FIT PATH / GAP ANALYSIS
If eligible, identify the strongest 6-point combination from the streams (sometimes multiple paths exist — pick the one with the most documentary evidence already in hand).
If short, identify the SHORTEST credible path to 6 points:
- Up-skill to a Master's in NZ (B → 6pt)
- Push pay above 2x median by negotiating with employer (C → 3pt)
- Wait for occupational registration to mature (D ascending)
- Move to a Green List Tier 1 occupation (unlocks Straight to Residence outside SMC entirely — see slot 4)
§8 — NEXT STEPS
(a) Confirm gateway (i)-(vi) compliance — request employer accreditation INZ ID; recalc pay rate against current median

- Partner / dependent children may be included on the same application
- Partner does NOT need to score points themselves
- Children must meet definition of "dependent" — generally under 24, never married, supported financially
- PR includes full work + study + welfare rights for primary + dependants
- Permanent Resident Visa (PRV) — applicant may apply 2 years after Resident Visa grant subject to commitment-to-NZ test
