Advise [CLIENT_NAME] on converting / obtaining a NZ driver licence after arriving on [ARRIVAL_DATE]. Indian licence: [INDIAN_LICENCE_DETAILS]. IDP held: No. Driving experience: [YEARS_DRIVING_INDIA]. Target NZ class: Class 1 (car / light vehicle, automatic only). Testing city: [NZ_CITY].
§1 — INDIA IS NOT ON THE EXEMPT-COUNTRY LIST (CRITICAL)
NZTA (Waka Kotahi NZ Transport Agency) maintains a list of "exempt countries" for the purpose of Land Transport (Driver Licensing) Rule 1999 Part 4. Holders of valid licences from an exempt country can convert directly to a NZ licence without taking either the theory or practical test (theory + practical waived, eye check + identity verification only).
EXEMPT COUNTRIES (selected): Australia, UK, USA, Canada, Ireland, Singapore, Hong Kong, Japan, South Korea, South Africa, Switzerland, Germany, France, Spain, Italy, Netherlands, Belgium, Denmark, Norway, Sweden, Finland, etc.
INDIA IS NOT EXEMPT. Pakistan, Bangladesh, Sri Lanka, Nepal — also not exempt. UAE — not exempt (despite being a Gulf hub for many Indian drivers). This means:
(a) [CLIENT_NAME]'s [INDIAN_LICENCE_DETAILS] CANNOT be converted directly
(b) [CLIENT_NAME] must apply for a NZ licence as a NEW applicant
(c) Theory test + practical test BOTH required
(d) However: [YEARS_DRIVING_INDIA] of overseas driving experience permits skipping the Learner stage and applying directly for Class 1 Restricted or Full
§2 — 12-MONTH GRACE ON OVERSEAS LICENCE
Land Transport Act 1998 + Driver Licensing Rule allows [CLIENT_NAME] to drive in NZ on the Indian licence for 12 months from [ARRIVAL_DATE].
Conditions (must ALL hold):
(a) The Indian licence is current (not expired) — confirm [INDIAN_LICENCE_DETAILS] expiry is in the future
(b) The Indian licence is in English OR is accompanied by an English translation OR is supplemented by an IDP (No)
(c) The driver has not been a permanent resident of NZ for more than 12 months
(d) The vehicle class matches the Indian licence permission (LMV in India = roughly Class 1 in NZ)
After 12 months from [ARRIVAL_DATE], driving on the Indian licence becomes ILLEGAL — fines NZ$400+, possible loss of insurance cover in event of accident, vehicle impoundment risk for repeat offences.
KEY DATE CALCULATION:
• Last legal day on Indian licence (without NZ licence): [ARRIVAL_DATE] + 365 days
• Recommended target — have NZ Restricted or Full licence by [ARRIVAL_DATE] + 270 days (3 months buffer)
§3 — IDP STATUS
No note:
• An IDP is a TRANSLATION of the underlying Indian licence; it is not itself a separate licence
• IDP is required by NZTA only if Indian licence is not in English (most CBSE-style modern Indian licences are bilingual English + Hindi or regional, so IDP often not technically required, BUT carrying both removes any ambiguity for NZ Police roadside checks)
• IDP issued in India is valid 12 months only — if No is "Yes", note expiry
• IDP cannot be issued in NZ — if expired, [CLIENT_NAME] would need to pivot to NZ-licence track exclusively
§4 — NZ LICENCE CATEGORIES (GDLS — Graduated Driver Licensing System)
Class 1 (car / light vehicle) progression:
(a) LEARNER — pass theory test only; drive only with a supervisor (someone holding a full NZ licence for 2+ years) in the front passenger seat; L plates mandatory; no driving 10pm-5am; zero alcohol (0.00 BAC); no passengers other than supervisor + immediate family
(b) RESTRICTED — pass Restricted practical test; drive solo BUT no passengers other than spouse / immediate family unless accompanied by a supervisor; no driving 10pm-5am; zero alcohol; minimum 6 months on Learner before applying for Restricted (CAN BE WAIVED for overseas-experienced drivers — see §5)
(c) FULL — pass Full practical test; minimum 18 months on Restricted (can be reduced to 12 months by completing an approved Defensive Driving Course / DDC, or a Stay Safe and DDC for under-25s); after Full, normal NZ adult drink-drive limit applies (0.05 BAC), passenger restrictions lifted
§5 — OVERSEAS DRIVER FAST-TRACK
Driver Licensing Rule provides accelerated path for holders of valid overseas licences (even from non-exempt countries):
(a) Theory test FIRST — same as a Learner applicant
(b) If passed, [CLIENT_NAME] receives NZ Learner Licence
(c) Overseas licence ([INDIAN_LICENCE_DETAILS]) PLUS [YEARS_DRIVING_INDIA] of experience counts towards required Restricted-stage experience IF documented
(d) Can sit Restricted practical test soon after Learner (typically same week)
(e) On passing Restricted: bypass standard 6-month wait; can sit Full practical test on the next available appointment IF:
• Holds Restricted for 3 months minimum (NZTA discretion may apply), OR
• Some agents allow direct progression for highly-experienced overseas drivers
(f) Practical outcome: most Indian licence holders complete the journey from "arrival in NZ" to "NZ Full Licence Class 1" in 4-6 months if motivated
NOTE: NZTA policy has tightened over 2024-2026; some VTNZ / AA agents now require minimum Restricted period regardless of overseas experience. Verify locally at time of application.
§6 — STEP-BY-STEP TIMELINE FOR [CLIENT_NAME]
Month 1 — Preparation:
(a) Read NZ Road Code (free PDF at https://www.nzta.govt.nz/roadcode/ or paperback NZ$30 at Whitcoulls)
(b) Practice mock theory tests at https://www.nzta.govt.nz/driver-licences/getting-a-licence/learner-licence/practice-online (free) or DriveTest.co.nz (paid, more comprehensive)
(c) Note key NZ-specific rules unfamiliar to Indian drivers:
• Drive on the LEFT — same as India, fine
• Give way to the right at uncontrolled intersections — same as India
• Roundabouts — give way to the right (clockwise traffic)
• "Sealed road" speed limits — usually 100 km/h open road, 50 km/h urban (lower than Indian 60-80 km/h urban norms)
• Variable speed limits common (school zones 40 km/h)
• Pedestrian crossings — MUST stop for pedestrian on / approaching crossing; not give-way
• Right turns at intersections with no arrow — wait for safe gap; in NZ, give way to oncoming straight-through traffic when turning right (DIFFERENT from US right-on-red — no equivalent here)
• Indicating exits on roundabouts — left indicator before exit (different from many Indian state norms)
• Zero alcohol while on Learner / Restricted — STRICTLY zero, not 0.02 BAC
• Mobile phone use while driving — illegal even hands-free at some interactions
• Seatbelts mandatory all seats
• Child restraints — mandatory under 7 years; recommended to 8
Month 1-2 — Apply for NZ Learner Licence:
(a) Book at a VTNZ or AA driver licensing agent in [NZ_CITY] (https://www.nzta.govt.nz/driver-licences/your-licence-needs)
(b) Bring: passport, NZ visa, [INDIAN_LICENCE_DETAILS] original, No if held, proof of NZ address (utility bill / tenancy / bank letter), eye-test certificate (or do at agent on the day)
(c) Fee: theory test NZ$48.20 + Learner application NZ$93.90 ≈ NZ$142 (verify current)
(d) Sit theory test on the same day — 35 multiple-choice questions; computer-based; need 32/35 to pass
(e) On pass: receive temporary Learner Licence; full plastic card mailed 5-10 days
Month 2-3 — Book Restricted Practical Test:
(a) Allow 1-2 weeks of NZ practice driving before booking
(b) Practice areas: roundabouts (which NZ has a LOT of), highway merging, urban 50 km/h zones, unmarked intersections, parallel parking
(c) Consider 5-10 hours with a qualified NZ driving instructor (NZ$70-100/hour) — instructors familiar with test routes
(d) Book test at the same VTNZ / AA agent
(e) Fee: NZ$133.30 (verify current)
(f) Bring own vehicle (rental or borrowed) — must be roadworthy, registered, WoF current
Restricted test format:
• 60 minutes
• Pre-drive vehicle check
• Drive 45 minutes on local roads
• Includes 3 manoeuvres (parallel park, three-point turn, hill start, reverse parallel)
• Tester assesses safety, observation, judgment, vehicle control
• Common-fail items for Indian-experienced drivers:
— Failing to check blind spots over shoulder (Indian habit relies on mirrors)
— Rolling stops at Stop signs (NZ requires complete stop, wheels stationary)
— Speeding (NZ Police tolerance is much lower than India; testers strict)
— Wrong roundabout indicator timing
— Following too close (NZ 2-second rule strict; 3-4 second wet)
— Not yielding to pedestrians
Month 4-6 — Full Practical Test:
(a) Wait minimum 3 months on Restricted (overseas-experience discretion may shorten — verify)
(b) Option: take a Defensive Driving Course (DDC) — reduces wait by 6 months; ~NZ$300; benefits future insurance premiums
(c) Book Full test at same agent
(d) Fee: NZ$133.30
(e) Test format similar to Restricted but tougher: higher-speed environments (open road / motorway in [NZ_CITY] if available), longer drive, more challenging manoeuvres
§7 — TESTING-AGENT CHOICES IN [NZ_CITY]
Auckland: VTNZ Penrose, VTNZ Manukau, VTNZ Glenfield, AA Auckland Central, AA Albany, AA Botany. Manukau is busiest; Glenfield often shortest wait.
Hamilton: VTNZ Frankton; AA Hamilton.
Wellington: VTNZ Petone; AA Wellington Central; VTNZ Porirua.
Christchurch: VTNZ Sockburn; AA Riccarton; VTNZ Hornby.
Smaller cities: AA agents typically available; pre-book by 4-6 weeks during summer / Indian-influx periods.
§8 — VEHICLE FOR TESTING
Options:
(a) Borrow from a friend / relative — must have full NZ insurance covering an unlicensed driver under instructor supervision (check policy)
(b) Rent from a driving school — most schools rent the test car bundled with 1-hour pre-test lesson (NZ$120-180 all-in)
(c) Rent from a regular car-rental — typically NZ$80-120 per day; confirm policy covers test use
Vehicle MUST be:
• Currently registered
• Has a valid Warrant of Fitness (WoF) — sticker on windscreen
• Roadworthy — working brakes, tyres, lights, indicators, wipers
• Configured for the licence class (auto vs manual — if testing for manual, must use manual)
§9 — MOTORCYCLE LICENCE (Class 6) — if applicable
Similar GDLS but separate licence:
• 6L Learner (theory + Basic Handling Skills test)
• 6R Restricted (practical + Competency-Based Training and Assessment / CBTA option)
• 6F Full
Indian motorcycle licence holders — same non-exempt status; full re-test required.
§10 — MEDIUM / HEAVY CLASSES (2, 3, 4, 5) — if applicable
Required for trucking jobs (common AEWV / Resident pathway for Indian-origin drivers):
• Class 2 — medium rigid (4,501-18,000 kg GVW); minimum Class 1 Full + age 18 + medical certificate
• Class 3 — combination vehicle GCM 12,001-25,000 kg
• Class 4 — heavy rigid GVW > 18,000 kg
• Class 5 — combination GCM > 25,000 kg
• Each class theory test + practical test; some require Course-Based Assessment
Endorsements:
• P (passenger) — for taxi / Uber / shuttle drivers (heavy demand from Indian community); requires P endorsement application, character check, area knowledge test
• F (forklift) — required for warehouse work
• W (wheels / tracks / rollers — construction)
• D (dangerous goods)
• V (vehicle recovery / towtruck)
• I (driving instructor)
The P endorsement is a frequent post-Settlement step — many Indian-origin new residents transition to Uber driving as supplementary income while job-hunting professional roles.
§11 — INSURANCE IMPLICATIONS
(a) Before licence: do NOT drive your own vehicle (unless borrowing); your insurance is INVALID on Indian licence after 12 months
(b) On Learner: most insurers will write policies but premiums elevated by 20-50%
(c) On Restricted: premiums still elevated
(d) On Full: standard market premiums
(e) Indian no-claims-bonus history is NOT recognised by NZ insurers (some recognise UK / AU NCB)
(f) NZ insurance is much cheaper than Indian for comparable cars (NZ$600-1,800/year typical for full comprehensive on a NZ$20K car) — but new drivers (Restricted) pay top of range
(g) Compulsory third-party (CTP) is NOT a thing in NZ — ACC covers personal injury claims regardless of fault; consider comprehensive cover for vehicle damage
§12 — COSTS SUMMARY (estimate, verify current NZTA fees)
Theory test: NZ$48.20
Learner Licence: NZ$93.90 (one-off application)
Practice — 5 hours instructor: NZ$350-500
Restricted practical test: NZ$133.30
Restricted Licence card: NZ$48.20 (issue)
Full practical test: NZ$133.30
Full Licence card: NZ$48.20
DDC (optional): NZ$250-350
Subtotal: approximately NZ$1,000-1,500 per person to complete Class 1 Full
§13 — POST-LICENCE: CAR PURCHASE PRACTICALITIES (BRIEF — covered fully under different prompt)
(a) New car: NZ$25,000-60,000 typical; finance via UDC, Heartland Bank, MTF
(b) Used: Trade Me Motors, Turners, Manheim auctions; Japanese imports (right-hand drive) dominate sub-$15K market — popular with Indian-diaspora cost-conscious buyers (Toyota Aqua, Suzuki Swift, Mazda Demio)
(c) WoF (Warrant of Fitness): annual for cars <12 years old (then 6-monthly); NZ$50-70 inspection
(d) Registration (Rego): paid annually; NZ$80-280 depending on vehicle / fuel type
(e) Road User Charges (RUC) — diesel and EV vehicles; ~NZ$76 per 1,000 km diesel (verify; EV-RUC introduced 2024)
(f) ACC levy included in rego; covers accident injury claims
(g) Insurance: AMI, AA Insurance, State, Tower (mainstream); IAG / Allianz / Vero (broker channel)
§14 — RED-FLAG CHECKLIST
□ [ARRIVAL_DATE] + 365 day deadline calculated and noted
□ Indian licence ([INDIAN_LICENCE_DETAILS]) original carried at all times when driving
□ IDP carried if available
□ Avoid major roads / motorways until comfortable with NZ rules
□ Never drive 10pm-5am once on NZ Restricted (CRITICAL — many Indian-origin Restricted drivers caught at airport pickup runs)
□ Zero alcohol on Learner / Restricted (any reading = instant fine + licence suspension + court appearance)
□ Holding cellphone while driving = NZ$150 fine + 20 demerit points; even at red light
□ Demerit points cap at 100 in any 2-year window = 3-month suspension
End with: "DRAFT licence-conversion advisory — for IAA-licensed immigration adviser awareness on the 12-month grace as part of post-arrival compliance only. Driver-licensing rules sit OUTSIDE IAA s.6 immigration-advice scope — refer client to: NZTA Waka Kotahi (0800 822 422) or any authorised licensing agent (VTNZ or AA) for current testing requirements, fee schedule, and overseas-driver fast-track eligibility. Verify [INDIAN_LICENCE_DETAILS] expiry — Indian licence must remain valid throughout the 12-month grace; if expiring sooner, NZ licence must be obtained earlier or driving must cease. Indian licence renewal cannot be done from NZ in most states (requires in-person at issuing RTO)."Unlock the vault to see the full prompt
