ANCHORING RULES
• Pull each requirement from the relevant authority: ICA for Visit Pass, Student's Pass, DP, LTVP, LTVP+, PR. MOM Work Pass Division for EP, S Pass, Work Permit, ONE Pass.
• Cite the Immigration Act 1959 or Employment of Foreign Manpower Act 1990 (EFMA) inline where a requirement is statutory, not just administrative.
• Be conservative — if a document is "may be requested at officer's discretion" mark it as RECOMMENDED. If statutorily required, mark MANDATORY.
• Indian-origin documents have specific routing (translation + apostille) — flag those in §3.
§1 — APPLICANT IDENTITY (MANDATORY for every pass type)
A. Current passport — biographical page + all pages with stamps / visas
• Validity: ≥ 6 months beyond intended stay (ICA practice)
• Singapore does not accept emergency / temporary travel documents for long-term passes
B. Recent passport-size photograph
• Singapore standard: 35mm × 45mm, white background, taken within last 3 months
• Digital JPEG ≤ 60KB, 400×514 px for MyICA / EP Online uploads
• Matt finish for paper submission; printed on photo paper
C. Disembarkation / Embarkation card or SG Arrival Card record (if already in SG)
D. Birth certificate
• Translation + apostille required for non-English documents (see §3)
E. National ID / Aadhaar (Indian applicants) — supporting only; not primary ID
F. Marriage certificate (if married, and spouse is part of the application)
§2 — PASS-SPECIFIC DOCUMENTS — render the correct block based on [PASS_TYPE]
If [PASS_TYPE] is VISIT PASS / EXTENSION:
• Form 4 supporting letter
• Onward / return travel itinerary
• Local sponsor letter (if hosted by SC / PR)
• Sponsor's NRIC + proof of relationship
• Financial capacity — bank statements last 3 months (≥ S$80/day × days of stay)
• Reason for extension narrative
If [PASS_TYPE] is STUDENT'S PASS:
• ICA SOLAR registration — institution-initiated

• Education transcripts (10th, 12th, undergraduate) — apostilled if Indian

• Parent's consent letter if applicant < 21

• Most recent 3 months pay slips or income proof (from current overseas role)

• As above (employer-led)
• Educational certificates — diploma / NTC2 equivalent minimum
• Skill certifications (e.g. NEBOSH, AWS for IT, BCA for construction)
• Pay slip proof for salary ≥ S$3,150 (S$3,650 financial services) — verify current floor
If [PASS_TYPE] is WORK PERMIT (WP):
• Employer-led application; bonded by EFMA
• Educational + skill certificates
• WP MEDFORM — full medical from designated MOM panel clinic
• Country of origin certificate (specific NTSC list applies)
• Security bond (S$5,000 for non-Malaysian) — employer-furnished
If [PASS_TYPE] is DEPENDANT'S PASS (DP):
• Main EP/S-Pass/EP Pro holder's pass copy

If [PASS_TYPE] is PERMANENT RESIDENCE (PR):
• Form 4A — Application for PR
• Pass history — all previous EP/S-Pass/SP/DP cards and IPAs
• All educational certificates (10th onwards) — apostilled if foreign
• Last 6 months pay slips + most recent IRAS NOA (Notice of Assessment)
• IRAS tax statements for all years in SG
• CPF statement (for those who contributed)
• Marriage / birth certificates for all family members included
• Children's school reports (MOE schools preferred — integration evidence)
• Letter of recommendation from employer (optional but strong)
• Personal statement (free-form, 1-2 pages — see PR-application prompt set)
§3 — INDIAN-ORIGIN DOCUMENT ROUTING (cross-reference TBD)
For Indian = Indian applicants, every non-English Indian document needs:
(a) TRANSLATION — by a Singapore Translators' Association (STA) member, OR by an accredited translator with affidavit before a Commissioner for Oaths (Singapore). Self-translation is NOT accepted by ICA / MOM. See prompt sg-docs-translator-certification.
(b) APOSTILLE — India joined Hague in 2005; MEA apostille via outsourced agencies. Singapore joined 2021 — accepts Indian MEA apostille post-2005 for ICA/MOM purposes. See prompt sg-docs-apostille-mfa-authentication.
Documents that typically need both translation + apostille (when in regional language):
• Birth certificate (Bengaluru Corporation, Chennai Corporation, BMC Mumbai etc.)
• Marriage certificate (under Hindu Marriage Act / Special Marriage Act)
• Educational certificates (CBSE / ICSE in English usually OK; state board often regional)
• Police clearance certificate (PCC) — RPO/PSK English, but apostille still required
• Change-of-name gazette notification (if applicable)
For 10th / 12th CBSE / ICSE — usually already in English; need apostille only.
§4 — SUPPORTING NARRATIVES (RECOMMENDED for all pass types)
• Cover letter from authorised representative (firm / in-house counsel) with file index
• Statutory declarations for any gap, name mismatch, or relationship that lacks a primary document (Statutory Declarations Act 1959 — see prompt sg-docs-statutory-declarations)
• Sponsor / employer letter referencing UEN
• Proof of bona fides — bank statements, property records, family-tie evidence
§5 — IF No IS YES — for each dependant
• Passport + photo
• Birth certificate (children) — apostilled
• Marriage certificate (spouse) — apostilled
• Adoption / custody orders (where relevant) — apostilled
• School transcript / report (children, integration)
• For male children approaching 16.5 years: flag NATIONAL SERVICE obligation if becoming SC/PR — see prompt sg-docs-tracking-validity for NS deferment letters
§6 — SUBMISSION CHECKLIST
□ All documents scanned in PDF, ≤ 4MB each (MOM eService limit; ICA MyICA varies)
□ Naming convention: [SURNAME]_[FIRSTNAME]_[DOCTYPE].pdf
□ Original + photocopy for in-person ICA submissions (PR, LTVP+ at ICA Building, 10 Kallang Road)
□ Apostille certificates as separate scans (the apostille goes ON the original, but scan it separately so the officer can verify)
□ Translation affidavits in same file as the translated document
□ Sponsor-side documents organised in their own subfolder
□ Authorised representative consent / engagement letter
§7 — RED FLAGS / OFFICER REVIEW TRIGGERS
□ Any document > 5 years old without re-issue (especially PCC: validity is 6 months from issue)
□ Translator credentials not stated on the translation
□ Apostille missing on a non-English foreign document
□ Name mismatch across documents (passport vs degree vs marriage cert) — flag for statutory declaration
□ Marriage < 12 months old with DP application — additional bona fides expected
□ Self-employment / consulting income — extra income proof + tax filings needed
