§3 — CRITICAL TIMING RULES
(a) IPA — 6-month validity
The IPA is issued by MOM after EP/S-Pass approval. The client must enter Singapore AND complete pass issuance (biometrics, card collection) before the IPA's expiry. Tracker should flag IPA expiry as the hardest deadline.
(b) Medical — 3-month validity
Plan medical to be done ~3-4 weeks before expected pass-collection date. Done too early — expires. Done too late — risks delay if any test result requires follow-up.
(c) PCC — 6-month validity (Indian context)
Indian PCCs from Regional Passport Office are valid 6 months from date of issue. Plan to issue 60-90 days before submission. If application is delayed past 6 months, re-issuance needed (₹500 + VFS service fee).
(d) Letter of Consent (LOC) — Employer-bound
An LOC (issued under EFMA s.22A) allows a DP holder to work for a SPECIFIC employer in Singapore. If the DP holder changes employer, a NEW LOC is required. If the sponsor's EP/S-Pass ends, the LOC ends automatically.
(e) PR application — Form 4A submission window
No fixed window, but ICA generally requires:
• Applicant still on valid SG pass at submission
• Sufficient time before pass expiry (recommend ≥ 6 months) so that any RFE (request for evidence) can be responded to
§4 — NS DEFERMENT / EXIT-PERMIT TRACKING (if No mentions male dependants)
For male SCs / PRs:
• Enlistment Act, Cap. 93 — NS-liable at age 16.5; full-time NS commences at ~18
• From age 13 (PR) or birth (SC), CMPB (Central Manpower Base) tracks the male
• To travel overseas from age 13+: EXIT PERMIT required for any trip > 3 months for NS-liable males
• Exit permits typically issued for 1-2 years with renewal
• DEFERMENT for studies — for males pursuing pre-university or specific courses; granted by CMPB based on academic status
• Failure to enlist or comply with exit permit conditions: penalty under Enlistment Act s.32 — fine up to S$10,000 and/or imprisonment up to 3 years; bond breach by parents (typical bond S$75,000 // verify current); travel restrictions on the male and his family
If client has a male dependant aged 13+ becoming SC/PR:
□ Register with CMPB within 6 months of grant
□ Apply for exit permits for any international travel > 3 months
□ For tertiary education overseas: deferment application via CMPB online
□ Bond posted by parent for males < 21 — quantum varies by category
§5 — REP (RE-ENTRY PERMIT) TRACKING (if N/A indicates existing PR)
For current PRs:
• REP is the travel document for PRs leaving and returning to SG
• Initial REP: 5 years
• Without a valid REP, PR status is at risk if outside SG
• Renewal: 5 years; ICA assesses "retention factors" — employment in SG, family in SG, contributions, length of stay
• Apply 90 days before REP expiry via MyICA
• Documents: Form V36, last 3 years IRAS NOA, last 3 months pay slips, CPF statement, current employer letter
If N/A is "REP expires [date]":
Mark for action: file REP renewal by [date − 90 days]

§7 — RECURRING REVIEW CADENCE
For active relocation files:
• Weekly status sync until submission
• Each item revisited 14 days before its expiry
• Submission date drives backward planning — every doc must be valid on that date
For long-term files (PR holders, LTVP renewals):
• Quarterly review
• REP renewal calendar set 120 days before expiry
• LTVP renewal calendar set 90 days before expiry
• Annual NS / exit permit review for affected family members
§8 — RFE (REQUEST FOR EVIDENCE) PREPAREDNESS
Singapore officers (ICA / MOM) may request additional documents 4-12 weeks into review. Tracker should pre-stage likely RFEs:
• Updated pay slips / IRAS statements
• Recent CPF contributions
• Sponsor's latest pass status
• Updated employer letter
• Any change-of-address / change-of-status declarations
§9 — DELIVERABLE — produce TWO outputs
(a) A tracker table (per §6) for client + firm reference
(b) A timeline narrative (1 paragraph per doc with critical action) for the consultant's file note
§10 — RISK FLAGS TO SURFACE
