TRACK B — INNOVATIVE / IP-DRIVEN:
- Holds intellectual property (patents, trademarks) registered with a
national or international IP office
- OR: ongoing research collaboration with an A*STAR-recognised
Singapore Institute of Higher Learning or research institute
- OR: company incubated at a Singapore government-supported incubator
(Block71, JTC LaunchPad, etc.)
- Founder must hold at least 30% shareholding
TRACK C — INCUBATOR / ACCELERATOR:
- Currently incubated at a Singapore-government-supported
incubator/accelerator
- Founder must hold at least 30% shareholding

- Local employment: ≥ 3 LQS (Local Qualifying Salary) employees

From late 2023, EDB has effectively PAUSED new Tech.Pass applications — the public-facing landing page redirects, and no new approvals are issued. EDB has not formally rescinded the scheme; existing Tech.Pass holders continue under their grant terms (2-year validity + renewable).

- Verified by EDB/ESG/MOM panel review

(a) Track A funding: investor must be Singapore-recognised or internationally-recognised; family-and-friends rounds don't qualify
(b) Track B IP: patents must be substantive, not vanity filings
(c) ONE Pass salary: must be FIXED monthly; variable bonuses don't count
(d) PEP: cannot be director of any Singapore Pte Ltd
(e) EntrePass renewal: failing to hit Year 2 business spend / local employment thresholds → non-renewal; founder must wind down or exit
