§1 — DAY 0 (ARRIVAL DAY)
At Changi Airport (Terminals 1-4):
(a) Auto-clear at immigration using BIO-IDENT scanner if pre-enrolled, OR manual counter (ICA officer endorses In-Principle Approval / IPA letter for first-time EP/S-Pass arrivals)
(b) Officer issues a SHORT-TERM VISIT PASS endorsement (the "white card" — paper landing pass) valid until the ICA appointment date

Same-day or next morning:
(e) Address registration — per Immigration Act 1959 + ICA practice, EP/S-Pass holders must register their Singapore address within 14 days; PR within 28 days. Done via MyICA portal once SingPass is active (later this week). For now, ensure landlord has IRAS-stamped tenancy agreement (for HDB) or signed lease (for private condo).
§2 — DAY 1-3 (PRE-NRIC FOUNDATION)

(b) Open a TEMPORARY (foreigner-tier) bank account if cash-flow is urgent:
- DBS Multiplier / OCBC 360 / UOB One — these can be opened with PASSPORT + IPA + employer letter at branch, BEFORE NRIC. Limits are lower (no cheque-book, lower transfer ceilings) until NRIC supplied.
- Most banks now upgrade automatically once NRIC is updated in their KYC system.
- For higher-net-worth arrivals: Standard Chartered Priority / DBS Treasures / UOB Privilege offer expedited "pre-NRIC" onboarding at appointed bankers.
(c) Buy an EZ-Link transit card (S$10 stored value) from any MRT TransitLink office, 7-Eleven, or top-up machine. Or use SimplyGo (contactless Visa/Mastercard tap at gantries — works with any contactless card). Skip the "Concession" card unless you're a student / senior / NSF.
(d) For families: visit nearest FairPrice / NTUC / Sheng Siong supermarket for groceries; identify nearest hawker centre, MRT, polyclinic, and supermarket. Practical: Bishan / Toa Payoh / Tampines / Sengkang / Jurong East have all four within 500m.
§3 — DAY [ICA_APPOINTMENT_DATE] (ICA CARD COLLECTION)
Location: ICA Building, 10 Kallang Road, level 5 (Visit Pass / EP / S-Pass) or level 6 (PR). MRT: Lavender (EW). Arrive 20 minutes early.

- Singapore Citizen (SC): PINK NRIC

§4 — DAY OF ICA APPOINTMENT + 24 HOURS (SINGPASS ACTIVATION)
THE MOST IMPORTANT STEP. SingPass = your master identity rail for 200+ govt services (IRAS, CPF, HDB, MOH, MOM, ICA, MOE, LTA, HSA, etc.) and ~600 private-sector logins (DBS, OCBC, UOB, AIA, Prudential, Singapore Airlines KrisFlyer, etc.).
(a) Within 24 hours of NRIC/FIN collection, go to https://www.singpass.gov.sg/register
(b) Enter NRIC/FIN + date of birth + ICA-issued reference code (printed on the card-collection slip) OR receive activation PIN by post in 4-5 working days
(c) Set up a 2FA — either SingPass Mobile app (recommended; biometric + face verify) or SMS OTP
(d) Verify Face Verification (face capture matched to ICA biometric record) — usually instant
(e) SingPass account live — you can now log into IRAS, CPF, HDB, MOH, MOM portals immediately
For families: each adult family member needs their own SingPass. Children under 15 use parent's SingPass for MOE / HealthHub access.
§5 — DAY OF SINGPASS + 24-48 HOURS (BANK ACCOUNT FINALISATION)
Now upgrade the temporary bank account (if you opened one Day 1-3) OR open the full account if you waited.
Top 5 retail banks for new arrivals:
DBS Bank — Singapore's largest; best digital app (PayLah!); deep ATM network; Multiplier account waives fees with salary credit + 1 other category (card spend / loan / insurance). Open via DBS digibank app with SingPass MyInfo (auto-fills from MyInfo — fastest path; account live in 15 min).
OCBC — strong on credit cards (365 / VOYAGE / Titanium Rewards) for travel cashback; 360 account similar tiered-interest structure; OCBC Pay Anyone for P2P. Open via OCBC Digital app.
UOB — One Account known for high interest with salary credit + S$500 card spend; UOB Mighty app; partnership with Air India (relevant for Indian families); UOB TMRW digital banking. Open via UOB TMRW app.
Maybank — strong Indian / Southeast-Asian remittance corridors (Maybank2u remit to India HDFC / SBI / ICICI cheaper than DBS Remit in many cases); useful for sending money home to parents. Open at branch.
Standard Chartered — Bonus$aver account (tiered interest with salary credit + bill pay + spend); good if employer has SCB-MOU; strong for expats. Open at branch or via SC Mobile.
For Indian arrivals, recommended primary + secondary:
- Primary (salary credit): DBS Multiplier OR UOB One (whichever your employer transfers fastest to)
- Secondary (remit-to-India + family use): Maybank OR ICICI Bank Singapore Branch (yes, exists — Robinson Road)
Documents needed at branch:
- NRIC / FIN card (original)
- Passport (original)
- Tenancy agreement / utility bill (proof of address)
- Employer letter (for EP/S-Pass) — most banks require
- Initial deposit: S$500-1,000 (waived for some accounts)
Account live: instant via app onboarding, OR 1-3 working days at branch. Cheque book + debit card by post in 5-7 days.
PayLah! / PayNow setup — within 24 hours of account opening:
(a) Register PayNow with NRIC/FIN OR mobile number — enables instant P2P transfer to any Singapore bank
(b) Set up PayLah! (DBS) / OCBC Pay Anyone / UOB TMRW Pay for QR-code payments at hawker centres, taxis, retailers
(c) PayNow is the ONE WAY most local transactions move — landlord rent, hawker stall, friend's chip-in. Mandatory rail.
§6 — DAY 7-10 (EZ-LINK / SIMPLYGO + COMMUTE SETUP)
(a) EZ-Link card (S$10 stored value, S$5 card fee) — buy at any MRT TransitLink office or top-up machine. Refundable.
(b) SimplyGo — link any contactless Visa / Mastercard / Amex to tap directly at MRT/bus gates. No card to buy, no top-up. Charged daily to credit card.
(c) For children (age 7-16): EZ-Link Concession card with student verification at MOE school (issued by school) — discounted fares.
(d) GrabPay / ComfortDelGro / Gojek apps installed — taxi + ride-share + food delivery. Link credit/debit card.
§7 — DAY 10-14 (ADDRESS REGISTRATION + CPF / TAX SETUP)
(a) Address registration: Log into MyICA via SingPass → "Update Address" → enter Singapore address → submit. Mandatory within 14 days (EP/S-Pass) or 28 days (PR) per Immigration Act 1959.
(b) CPF account check — only for PR / SC. EP / S-Pass holders do NOT have CPF (employer pays salary in full). For PR: log into CPF portal (cpf.gov.sg) via SingPass → check CPF account auto-created on employer's first contribution.
(c) IRAS tax registration — log into myTax Portal via SingPass → confirm tax reference number (your NRIC/FIN is your tax reference). No separate registration needed; IRAS auto-links.
(d) MOH HealthHub account — set up via SingPass to access future medical records, polyclinic appointments, MediShield Life (PR/SC only) or pre-enrol private insurance.
§8 — FAMILY DEPENDENCIES (if Solo non-solo)
For accompanying spouse on Dependent Pass:
- Same ICA appointment day (or back-to-back if booked together)
- Cannot work on DP until separate Letter of Consent (LOC) granted by MOM — separate process
- Can study, volunteer, drive (after licence conversion)
- SingPass + bank account + SIM same sequence
For accompanying children (DP / Student Pass):
- ICA appointment same as primary

§10 — COMMON FIRST-WEEK PITFALLS (from Bengaluru / Hyderabad / Mumbai cohort)
(a) Trying to open a bank account with only Indian Aadhaar/PAN — FAILS. Singapore banks require NRIC/FIN once issued.
(b) Using Indian credit card for daily spend > 2 weeks — high FX + cash-advance fees. Switch to local debit/credit ASAP.
(c) Ignoring ICA address-registration deadline — penalty up to S$3,000 + admin record blot affecting future PR/citizenship.
