Be conservative; recommend the cheapest product that fully covers the route's evidentiary need.

framework (RQF / FHEQ): e.g. Indian Bachelor's = RQF 6 (Honours),
Indian Master's = RQF 7, Indian PhD = RQF 8
- Used by: universities, employers, professional bodies, general

- NOT explicitly endorsed for UKVI casework
(b) Visa and Nationality Statement (VNS) - GBP 99.50 (10 working days)
- Statement of Comparability PLUS an endorsement designed for UKVI
consumption
- Used by: Skilled Worker (where the SOC code / employer demands
formal degree-level evidence), Naturalisation (Schedule 1 BNA
1981 - language exemption via taught-in-English degree)
- The "version" most reliably accepted by Home Office caseworkers
(c) English Language Assessment - GBP 49.50 (10 working days)
- Confirms a non-UK degree was taught AND examined in English at
the required CEFR level (typically B1 or B2)
- Used by: Skilled Worker (B1), Student (B2 for degree level),
Naturalisation (B1) - as alternative to SELT
- Indian degrees: most BTech / MTech / MBA from IIT / IIM / IISc /
BITS / NIT / IIIT are accepted because medium of instruction is
English; UGC-recognised universities with English MoI also qualify
(d) Career Path Report (CPR) - GBP 169.50 (10 working days)
- Statement of Comparability PLUS occupational mapping (SOC code,
regulated profession criteria, professional standards)
- Used by: HCPC, ARB, some employer-internal grading systems
- Overkill for most Skilled Worker / Student applications
(e) Expedited tiers (added on top of any of the above):
- 1 hour service: +approximately GBP 200 (verify current)
- 1 working day: +approximately GBP 130 (verify current)
- 5 working days: +approximately GBP 60 (verify current)
§2 - ROUTE-BY-ROUTE DEFAULT RECOMMENDATION
If [IMMIGRATION_ROUTE] is "Skilled Worker":
Default: VNS (GBP 99.50) UNLESS the sponsor has confirmed in writing
that they accept the cheaper SoC OR the SOC code's published
occupation-skill rules don't require formal degree evidence (many SOC
codes accept proven experience under SW 6.1(c)).
Trigger for English Language Assessment add-on: if the client lacks
a SELT and intends to rely on Indian English-medium degree.
If [IMMIGRATION_ROUTE] is "Student":
Default: NONE - the university typically self-assesses entry
qualifications via the CAS; ECCTIS only needed if:
(i) university CAS letter explicitly requires it (rare), OR
(ii) client uses English-medium degree as English proof and the
provider asks for ECCTIS English Language Assessment
If (ii) - get the English Language Assessment alone (GBP 49.50).
If [IMMIGRATION_ROUTE] is "Spouse (Appendix FM)":
Default: NONE for initial / extension - applicants typically meet the
A1 / A2 English requirement via SELT (IELTS Life Skills).
For settlement (ILR) on the FM route, B1 needed - ECCTIS English
Language Assessment is a valid path if the applicant has a
taught-in-English degree.
If [IMMIGRATION_ROUTE] is "Naturalisation (BNA 1981 s.6)":
Default: VNS (GBP 99.50) IF client is relying on a non-UK degree for
the B1 English exemption under Schedule 1 paragraph 1(1)(c).
If client already has a SELT pass at B1+ OR is a national of a
majority-English-speaking country - no ECCTIS needed for language.
An ECCTIS Statement of Comparability MAY also be useful as
good-character / contribution evidence (Schedule 1 - "good character"
has no statutory definition; demonstrating qualifications doesn't hurt).
If [IMMIGRATION_ROUTE] is "Graduate":
Default: NONE - automatic eligibility after UK degree completion.
If [IMMIGRATION_ROUTE] is "Health and Care Worker":
Default: SoC or VNS depending on sponsor preference; clients in
regulated health professions also need GMC / NMC / GDC / HCPC
registration - that's a SEPARATE track (see Slot 4 in this set).
If [IMMIGRATION_ROUTE] is "Global Talent":
Default: NONE for ECCTIS; the route uses endorsing-body assessment
(Royal Society, Tech Nation successor body, Arts Council England, etc.).
ECCTIS only useful if endorsing body asks for it (unusual).
§3 - APPLY THE DECISION TREE TO [CLIENT_NAME]
Step 1 - What does [EMPLOYER_REQUIREMENT] actually say?
- If sponsor / institution / Home Office has named a specific ECCTIS
product, that's the answer (do not over-deliver - it costs the client
needlessly).
- If they say "ECCTIS preferred" without naming a product, default
to the route's typical product per §2.
- If they say nothing, apply §2 default.
Step 2 - Cross-check Not regulated:
- If "Not regulated" (most IT, finance, marketing, ops, engineering
roles): ECCTIS is enough.
- If regulated (medicine, nursing, dentistry, architecture, accountancy,
allied health): ECCTIS is NOT a substitute for the regulator's
own recognition route. Flag this. The regulator may require Career
Path Report - see Slot 4 in this set.
Step 3 - Apply No fixed deadline:
- "No fixed deadline" + cost-sensitive: standard 10 BD service
- "4 weeks" + cost-sensitive: 5 BD expedited (+GBP 60)
- "2 weeks" or sooner: 1 BD or 1-hour expedited
- State the total cost openly so client can decide
Step 4 - Apply Cost-sensitive:
- "Cost-sensitive": choose the cheapest defensible product. If both
SoC and VNS would work, choose SoC and warn client to confirm
Home Office / sponsor accepts it (some clients have had to re-order
a VNS after Home Office refused on SoC - cost double).
- "Full package": VNS + English Language Assessment as belt-and-braces.
§4 - DRAFT THE RECOMMENDATION
Produce a 4-part recommendation:

§5 - RISK FLAGS
(a) Indian Bachelor's degrees that are 3-year (BA, BCom, BSc) typically
map to RQF 6 - same as UK Honours degree - per ECCTIS guidance for
UGC-recognised institutions; however, some Home Office caseworkers
have historically queried this. Flag if client is 3-year Bachelor's
and going Skilled Worker route - VNS strongly recommended.
(b) Indian degrees from non-UGC-recognised universities (private deemed
universities that lost recognition, foreign-affiliated programmes,
distance-education from non-recognised providers) may map LOWER on
RQF than expected. Verify UGC status before applying.
(c) Composite degrees (e.g. integrated 5-year MTech, dual-degree
programmes) need Career Path Report for full mapping clarity.
(d) Professional qualifications (CA, CS, CMA) are NOT degree equivalents
in ECCTIS mapping - they map to specific RQF levels (CA Final
typically RQF 7 per individual ECCTIS letters - but verify per case).
For Skilled Worker as Accountant, the right route is ACCA / ICAEW
direct membership conversion - NOT ECCTIS only.
(e) MBBS from India: separate track via GMC PLAB - ECCTIS is auxiliary.
(f) Old British "320(7B)" type generic refusal triggers do not apply,
but UKVI may query qualification evidence under general grounds for
refusal (paragraph 9.7) if documents look inconsistent.
§6 - DOCUMENT-GATHERING CHECKLIST (regardless of which product chosen)
