§2 - RESPONSE PATH (A) - MAPPED LOWER THAN EXPECTED
Step 1: Request a re-evaluation via OAS dashboard

Step 2: If re-evaluation rejected:
- Order a Career Path Report (GBP 169.50) - the deeper
occupational analysis sometimes maps higher when occupational
context is considered
- Order a second opinion from another recognition body (UK ENIC
is the only UK NCP, but international bodies like World
Education Services (WES) can produce reports that some
employers accept as supplementary evidence)
Step 3: If still mapped lower:
- For Skilled Worker: rely on equivalent-experience path under
SW 6.1(c) - sponsor's CoS narrative must evidence the applicant
has been doing the job at the required skill level
- For Student: select a university willing to accept the RQF 5
mapping for progression (some universities do for UK Master's
with a foundation year)
- For Naturalisation: not directly relevant - language path is
separate from qualification level
§3 - RESPONSE PATH (B) - ENGLISH LANGUAGE ASSESSMENT DECLINED
Step 1: Strengthen the MoI letter
- Request a new, more detailed MoI letter from the university
registrar covering:
(i) "Programme [X] was taught in English at all levels"
(ii) "All assessments (written and oral, including
dissertation defence) were conducted in English"
(iii) "Programme is recognised by [UGC / AICTE / MCI etc.]"
(iv) "Institution's official language of instruction is
English"
- Some universities have a standard template; if not, draft one
and have the registrar sign on letterhead
- Re-submit via OAS with re-evaluation request
Step 2: If still declined:
- Pivot to SELT route - IELTS Life Skills B1 (cheapest, GBP 150
approx)
- For routes requiring B2 (Student degree level): IELTS Academic
6.0+
- Book at British Council India test centres - dates available

- For Skilled Worker: pivot to equivalent-experience path; the

- For Naturalisation language: use SELT route
- For Student: most universities will themselves refuse a
non-UGC qualification - very limited options

a higher RQF mapping that ECCTIS won't issue, exploring a
sponsor with a different SOC code (lower skill level, e.g.
RQF 3 Health and Care Worker) may unlock the route.
(c) Indian top-up MoI: some Indian universities issue a more
detailed bilingual MoI letter on request; specifically ask
for "examination medium" and "thesis defence medium" lines.
(d) Second-opinion academic recognition: WES (US-based) reports
are not UKVI-acceptable but help employer / sponsor internal
processes.
§8 - LEGAL / IMMIGRATION ADVISER SCOPE BOUNDARY
- OISC Level 2/3 advisers can advise on the immigration impact and
route selection - all of the above is within scope
- SRA solicitors can additionally challenge UKVI decisions via
pre-action correspondence / judicial review where the failure
is attributable to UKVI (e.g. UKVI applies ECCTIS mapping
incorrectly)
- ECCTIS itself is a private contractor - not amenable to judicial
review in the same way as UKVI; complaints process available
via ecctis.com/complaints but limited remedies
- Indian-university documentation issues are outside UK
professional scope - client must engage Indian counsel /
university representatives directly
§9 - PROCESS NOTES FOR ECCTIS RE-EVALUATION
- File via OAS message system, not new application form (saves
re-uploading all documents)
- State expressly: "Request re-evaluation of [reference number]
on grounds [A / B / C / D]" + attach new evidence
- Re-evaluation review typically 5-10 BD
- If granted: revised letter issued; original letter superseded
- If denied: ECCTIS issues a brief explanation; no further
appeal within ECCTIS; pivot to alternative path
§10 - RISK FLAGS
(a) Do NOT alter the original ECCTIS letter or its scan - even
minor edits constitute deception under paragraph 9.7 of the
Immigration Rules and risk permanent refusal + 10-year ban.
(b) Do NOT submit the unfavourable ECCTIS letter alongside a
visa application "hoping the caseworker won't read it" -
caseworkers will read; address the gap proactively in the
cover letter.
(c) Do NOT advise client to enrol in dubious "ECCTIS-recognised
Indian top-up degrees" - many are scams. Verify any UK
qualification claimed as a remedy via UCAS / individual
university websites only.
(d) For Skilled Worker time-pressure cases: alert the sponsor in
writing that ECCTIS issue exists - sponsor compliance team
may need to amend CoS narrative or extend start date.
End with: "DRAFT ECCTIS re-evaluation / alternative-pathway memo - for OISC-regulated adviser or solicitor review. Verify against current UKVI/ECCTIS guidance before submission.
