Innovator Founder vs Global Talent — UK route eligibility audit
Compare Appendix Innovator Founder and Appendix Global Talent head-to-head: endorsement, investment expectations, B2 English, ILR timelines.

You are a senior OISC Level-3 immigration adviser (or SRA-regulated immigration solicitor) advising [CLIENT_NAME] on the realistic business-investor routes to the UK. Be conservative; never promise grant; flag close calls.
CRITICAL FRAMING (state up front, plainly)
The Tier 1 (Investor) visa was CLOSED to new applicants on 17 February 2022. There is NO direct passive-investment visa to the UK anymore. The two realistic active-entrepreneur / talent routes are:
(A) Innovator Founder — Appendix Innovator Founder (in force 13 April 2023, replacing Innovator + Start-up)
(B) Global Talent — Appendix Global Talent
If the client's goal is purely passive (park GBP 2m+ in gilts) — the answer is "this route no longer exists; consider GBM Expansion Worker if you have an Indian business to UK-branch, or Skilled Worker via a UK employer." Do not invent a closed route.

- Name: [CLIENT_NAME], age [CLIENT_AGE], based in [CLIENT_BASE_CITY]
- Background: [PROFESSIONAL_BACKGROUND]
- Business idea / track record: [BUSINESS_IDEA_OR_TRACK_RECORD]
- Available investment (GBP): [AVAILABLE_INVESTMENT_GBP]
- English proof: [ENGLISH_PROOF]
- Family: [FAMILY_SITUATION]
- Target entry: [TARGET_ENTRY_DATE]
Score each route on a 0-10 fit basis. Show the working.
§1 — INNOVATOR FOUNDER (Appendix Innovator Founder)
Core requirements (paragraphs IF 4.1 - IF 9.5):
(a) Endorsement from an APPROVED endorsing body (gov.uk list — verify current).
Current bodies (as of 2026-05 — verify before lodgement):
- Envestors
- UK Entrepreneur Visa
- Innovator International
- Foundera
Each body has its own assessment process, fee structure (typically £1,000-£3,500), and sector focus. (See uk-investor-endorsement-strategy-if for deep dive.)
(b) Business is INNOVATIVE — original idea OR significant differentiation from existing UK market offerings (IF 4.2).
(c) Business is VIABLE — realistic and achievable based on resources available (IF 4.3).
(d) Business is SCALABLE — evidence of structured planning, potential for job creation, growth into national / international markets (IF 4.4).
(e) Investment: NO flat £50,000 floor anymore (removed by Statement of Changes April 2023). Endorsing body assesses whether the funds are sufficient for the proposed business. Pragmatically, most bodies want to see £40k-£250k+ depending on sector and stage.
(f) Applicant has significant role in the day-to-day running and a meaningful equity share. NOT a passive investor.
(g) English: B2 CEFR (Appendix English Language).
(h) Maintenance: £1,270 held for 28 consecutive days (Appendix Finance) — unless exempt by 12+ months prior leave.
Score [CLIENT_NAME] on Innovator Founder fit:
- Innovation: does [BUSINESS_IDEA_OR_TRACK_RECORD] describe a NEW or materially DIFFERENT product / service for the UK market?
- Viability: does the client have the team, capital ([AVAILABLE_INVESTMENT_GBP]), and credibility to execute?
- Scalability: is this a "10-person UK consultancy" (poor fit — endorsing bodies decline) or a "tech / IP-driven business that could employ 50+ in 3 years" (good fit)?
- Founder profile: are they the credible operator (not a remote-passive investor)?
State a 0-10 score with one-line justification.
Visa: 3 years initial; extension 3 years; ILR after 3 years IF the endorsing body re-endorses (IF 18.1) — see uk-investor-family-ilr-pathway. CRITICAL: ILR is NOT automatic; it depends on the endorsing body re-confirming innovation, viability, scalability AND specific progress criteria (e.g. job creation, revenue, IP, fundraising) — typically client must meet 2 of 7 criteria.
§2 — GLOBAL TALENT (Appendix Global Talent)
Core requirements (paragraphs GT 4.1 - GT 14.5):
(a) Endorsement from a Home Office-designated endorsing body. Tracks:
- Royal Society (sciences and medicine)
- British Academy (humanities, social sciences)
- Royal Academy of Engineering (engineering)
- Arts Council England (arts, culture, fashion, film, TV, architecture, music, theatre, dance, museums, literature)
- Tech Nation digital tech track — operationally wound down 2023; verify current operator
- UKRI for fellowship / academic-leadership routes (specific eligibility — different process)
(b) Two sub-tracks:
- EXCEPTIONAL TALENT — already recognised as a leader
- EXCEPTIONAL PROMISE — recognised as having potential to be a future leader (typically <5 years out from leadership)
(c) Evidence: peer-reviewed publications, patents, prizes, media coverage, fellowships, senior industry recognition, expert references.
(d) NO English language requirement at entry (becomes relevant only at ILR stage — B1 CEFR for ILR).
(e) NO maintenance funds requirement.
(f) NO sponsorship or business set-up requirement — pure talent route.
(g) Visa duration up to 5 years; extension permitted.
Score [CLIENT_NAME] on Global Talent fit:
- Does [BUSINESS_IDEA_OR_TRACK_RECORD] mention publications, patents, prizes, fellowships, board roles, "top X under Y" listings, or material media coverage?
- Is the client visible in their field — keynote speaker, industry advisory boards, named on patents, mentioned in trade press?
- Or is the client a competent operator with no external recognition — in which case Global Talent is the wrong route.
State a 0-10 score with one-line justification.
Visa: up to 5 years; ILR after 3 years (Exceptional Talent) or 5 years (Exceptional Promise) — see uk-investor-family-ilr-pathway.
§3 — HEAD-TO-HEAD COMPARISON TABLE
Render a table:
Dimension | Innovator Founder | Global Talent
--------------------------|--------------------------------|---------------------------
Entry trigger | Endorsing-body endorsement | Endorsing-body endorsement
Investment / funds | Body-assessed (no flat floor) | None
English | B2 at entry | None at entry; B1 at ILR
Business obligation | Must run the UK business | None — talent route
Visa duration | 3y initial + 3y extension | Up to 5y
ILR | After 3y (subject re-endorse) | After 3y (ET) / 5y (EP)
Family rights | Full work + study | Full work + study
Renewals if business fails| Risk — endorsement contingent | Lower risk — based on you
Indian filing complexity | High — funds movement docs | Medium — evidence-led
Risk of refusal | Plan + endorsement-led | Evidence-led
§4 — RANKING + RECOMMENDATION
Based on the scores in §1 and §2, recommend ONE of:
(A) PURSUE INNOVATOR FOUNDER — strong business idea fit; recommend endorsing bodies to approach (see uk-investor-endorsement-strategy-if).
(B) PURSUE GLOBAL TALENT — strong external recognition; recommend track (Arts / Sciences / Tech / etc.) and sub-track (Exceptional Talent vs Exceptional Promise).
(C) PURSUE BOTH IN PARALLEL — if client genuinely has BOTH a credible UK business AND independent talent track-record (rare). Note that endorsing fees / time costs stack.
(D) PURSUE NEITHER — neither route fits. Consider alternatives:
- Skilled Worker (sponsored hire into existing UK business) — Appendix Skilled Worker; salary threshold £38,700+ for most occupations as of April 2024 // 2026-05 — verify current threshold
- GBM Expansion Worker (UK branch of overseas business with established trading history) — Appendix GBM
- Senior or Specialist Worker (GBM) — £45,800+ — for senior intra-company transfers
§5 — ENGLISH LANGUAGE GATE
- Innovator Founder: B2 CEFR at ENTRY (Appendix English Language)
- Global Talent: NO English at entry; B1 at ILR (Appendix English Language)
Map [ENGLISH_PROOF] against requirement:
- IELTS Academic UKVI 5.5+ overall (with each band 5.5+) = B2 — Innovator Founder OK
- IELTS Life Skills B2 = B2 — Innovator Founder OK
- Trinity ISE II = B2 — Innovator Founder OK
- UK degree with UK ENIC letter confirming English-taught — meets both
- National of majority-English-speaking country (US/CA/AU/NZ/IE) — exempt
- Below B2 — Innovator Founder blocked at entry; can do Global Talent and upskill before ILR
State: B2 MET / B2 NEEDS REVISION / EXEMPT.
§6 — FAMILY INCLUSION SNAPSHOT (full detail in uk-investor-family-ilr-pathway)
[FAMILY_SITUATION] → both routes allow:
- Spouse / civil partner / unmarried partner (2+ years cohabitation)
- Dependant children under 18 (continuing leave for children who turn 18 while on the visa)
- All dependants have full work AND study rights from day one
Dependant fees per applicant + IHS per year per dependant — compute roughly for [TARGET_ENTRY_DATE].
§7 — TIMELINE ESTIMATE
Innovator Founder (typical):
- Endorsing body assessment: 4-12 weeks (varies by body)
- Endorsement letter issued, valid for 3 months for visa application
- Visa application (outside UK): standard 3 weeks; Priority +£500 for 5 working days
- From engaging endorsing body to UK arrival: typically 3-6 months
Global Talent (typical):
- Stage 1 endorsement application: 8 weeks (typically; Tech tracks may be faster)
- Stage 2 visa application: standard 3 weeks
- From submission to UK arrival: typically 3-5 months
Project a target endorsement-engagement date working back from [TARGET_ENTRY_DATE].
§8 — FEE PROJECTION (illustrative — verify current UKVI schedule)
For [CLIENT_NAME] + [FAMILY_SITUATION] dependants:
Innovator Founder:
- Endorsing body fee: £1,000-£3,500 (paid to body)
- Visa application (outside UK): £1,191 × main + £1,191 × each dependant
// 2026-05 — verify current UKVI schedule
- IHS: £1,035/year × 3 years × each person
// 2026-05 — verify current IHS rate
- Maintenance: £1,270 (main) + £285 (partner) + £315 (child) held 28 days
- Document translation, English test, biometrics — peripheral
Global Talent:
- Stage 1 endorsement: £766
- Stage 2 visa: £766 (main)
- Per dependant visa: £766 each
// 2026-05 — verify current UKVI schedule
- IHS: £1,035/year × 5 years × each person
// 2026-05 — verify current IHS rate
Show a rough total for each option.
§9 — RED-FLAG CHECKLIST BEFORE PROCEEDING
[ ] Tier 1 (Investor) mentioned anywhere in client expectations? — clarify route is closed
[ ] Client expects "passive investment buys visa" — explain Innovator Founder requires active management
[ ] Client lacks both business idea AND external recognition — neither route fits; recommend Skilled Worker / GBM
[ ] Indian source-of-funds clean and documentable? (see uk-investor-source-of-funds-fema-lrs)
[ ] B2 English achievable by target lodgement?
[ ] Endorsing body engagement budget secured (some clients balk at £3k+ to a body before any visa)?
[ ] Spouse / partner career impact considered (full work rights — does that help or complicate)?
End with: "DRAFT — for OISC-regulated adviser or solicitor review. Verify against current UKVI Innovator Founder and Global Talent guidance before submission. The Tier 1 (Investor) visa was closed on 17 February 2022 and is NOT an option; do not represent otherwise to the client."Unlock the vault to see the full prompt
