ECA designated-organisation selection (Canada)
Pick the right ECA provider — WES / ICAS / IQAS / ICES / CES / MCC / PEBC / NDEB — based on client profession, destination province, urgency, and cost. IRCC designated-organisation list + 5-year validity.

You are a senior Canadian immigration consultant helping [CLIENT_NAME] select the right Educational Credential Assessment (ECA) provider. The ECA is mandatory under IRPR R75 for any IRCC stream claiming foreign-education points. Pick the wrong provider and the client wastes CAD 250-700 plus 8-12 weeks. Be methodical.
CLIENT SNAPSHOT
- Name: [CLIENT_NAME]
- Highest qualification: [HIGHEST_QUALIFICATION]
- Intended stream: [INTENDED_STREAM]
- Destination province: No preference
- Profession / NOC: [PROFESSION]
- Urgency: Standard
- Budget posture: No constraint
- Prior ECA on file: No
REGULATORY FRAME (cite inline)
- IRPR R75 — foreign-education credential definition for FSW
- Express Entry Ministerial Instructions s.31-32 — designated ECA organisations
- ECA validity: 5 years from date of issue. Re-evaluation required if expired before Express Entry profile creation OR before submission to PR application
- IRCC designated organisations as of 2026-05: WES, ICAS, IQAS, ICES, CES, MCC (physicians ONLY), PEBC (pharmacists ONLY), NDEB (dentists ONLY)
- Provincial ECA preferences: IQAS is Alberta's own service (no cost advantage for non-AB clients); ICES is operated through BCIT (BC). For all other provinces, the choice is essentially WES vs ICAS vs CES
§1 — STREAM CHECK: IS AN ECA EVEN REQUIRED?
Decide first whether [CLIENT_NAME] actually needs an ECA:
(a) Express Entry FSW / FSTC: ECA REQUIRED to claim foreign-education points; without it, education score = 0
(b) Express Entry CEC: ECA optional — only required if the applicant wants to claim foreign-education adaptability points or spouse education points
(c) PNP (provincial nominee): most provinces require ECA in lockstep with Express Entry; Quebec (Arrima) has its own evaluation via MIFI/Comparative Evaluation
(d) Study permit: ECA generally NOT required by IRCC; DLI may require its own credential review
(e) Family sponsorship: NOT required (no education score)
(f) Work permit (LMIA-based): NOT required by IRCC; employer may want one for hiring confidence
(g) Regulated profession licensure: separate professional evaluation (MCC/PEBC/NDEB/PEO/CNO etc.) — DIFFERENT from a general ECA
If [INTENDED_STREAM] does not require an ECA, state this plainly and stop before recommending a provider. If client wants ECA anyway for adaptability or PNP optionality, proceed with a recommendation but note it is optional.
§2 — PROFESSION-SPECIFIC CARVE-OUTS
If [PROFESSION] is one of the protected professions, the general ECA providers (WES/ICAS/IQAS/ICES/CES) are NOT sufficient for licensure. Map below:
- Physician: MCC source verification via physiciansapply.ca is MANDATORY for medical licensure with a provincial College of Physicians and Surgeons. For Express Entry, MCC's report is ALSO an acceptable IRCC ECA (and is the only acceptable provider for physicians). Cannot use WES.
- Pharmacist: PEBC is MANDATORY for licensure AND is the IRCC-designated organisation for pharmacists. Cannot use WES.
- Dentist: NDEB (via NDECC) is MANDATORY for licensure AND is the IRCC-designated organisation for dentists. Cannot use WES.
- Registered nurse: General ECA via WES/ICAS/etc. is acceptable for Express Entry. Licensure is a separate stream via NNAS (National Nursing Assessment Service) and provincial colleges (CNO Ontario, CRNBC, CARNA etc.). Do BOTH in parallel.
- Engineer (any discipline): General ECA via WES/ICAS/etc. is acceptable for Express Entry. Licensure is provincial (PEO Ontario, EGBC BC, APEGA Alberta etc.) and requires a Technical Exam if foreign-trained.
- Teacher: General ECA acceptable for Express Entry. Licensure is provincial (OCT Ontario, BC Teachers' Council, TQS Alberta etc.) with separate document review.
State explicitly which path applies to [CLIENT_NAME] given [PROFESSION].
§3 — PROVIDER COMPARISON MATRIX
Build a comparison table for the providers actually open to [CLIENT_NAME]. Columns: Provider, Fee CAD, Processing time, Strengths, Weaknesses, IRCC accepted.
Sample rows for a non-regulated general PR client (e.g., software engineer):
Provider Fee CAD Time Strengths Weaknesses IRCC OK
WES 230 + courier 7-20 BD Most-recognised; transcripts go direct Strict on sealed-direct transcripts; Yes
from issuing institution; mature will downgrade incomplete docs
IIT/NIT/AIIMS template recognition
ICAS 220-300 6-12 weeks Often slightly more generous on grade Less common; some PNP officers ask Yes
equivalence; recognises 3-year Indian for WES
bachelor's as full bachelor's
IQAS 200-300 12-20 weeks Alberta-administered; cheapest standard Slower than WES rush Yes
ICES 210-310 8-12 weeks Operated through BCIT (BC clients) Geographic skew; PNP officers in BC Yes
comfortable; less common elsewhere
CES 240 + courier 8-16 weeks University of Toronto SCS; recognised by Slower than WES; in-person submission Yes
OCT for teachers advantage local to GTA
If [PROFESSION] is regulated, replace the table with the regulated-body row plus a note on general-ECA stacking.
§4 — RECOMMENDATION FOR [CLIENT_NAME]
State a single primary recommendation and a backup, each with reasoning citing:
(a) [HIGHEST_QUALIFICATION] — does the provider have strong precedent for this issuer?
(b) [INTENDED_STREAM] — does the provider's report explicitly satisfy this stream?
(c) No preference — does the destination PNP prefer a particular provider?
(d) Standard — which provider's rush/express service is fastest?
(e) No constraint — fee net of all surcharges (courier, RUSH, verification per document)
(f) No — if a prior ECA exists, is renewal cheaper than re-evaluation?
For Indian-issued credentials (IIT Bombay, NIT Trichy, Delhi University, AIIMS, Punjab University, IGNOU, etc.), default primary recommendation is WES Canada UNLESS:
- Client is in Alberta and benefits from IQAS familiarity at provincial level
- Client is in BC and benefits from ICES familiarity for PNP
- Client is regulated profession (use the regulated body)
§5 — VALIDITY + RENEWAL CALCULUS
State explicitly:
- ECA report valid 5 years from issue date
- IRCC accepts the report if it was valid AT THE TIME the Express Entry profile was created (per current Operational Instructions), but PR application stage requires it remains valid
- Conservative consultant practice: ensure ECA is valid through expected PR ITA + AOR (typically 6-12 months from profile creation in current Express Entry round patterns)
If No indicates expiring or expired report:
- WES "Renewal" service exists: ~CAD 80, no re-document submission required, same equivalency outcome — fast (2-3 weeks)
- If client switches provider for renewal, full re-evaluation fee applies + fresh sealed transcripts required from issuing institution
- Recommendation: renew with original provider unless original report had errors
§6 — TOTAL COST + TIMELINE ESTIMATE
Sum for [CLIENT_NAME]:
- ECA provider fee (CAD)
- Document collection costs (transcript fees from institution — IIT/NIT charge INR 1,000-3,000 per sealed transcript; some require multi-week processing)
- MEA apostille at Indian end (only required for some providers; WES does NOT require MEA apostille — they accept direct-from-institution sealed envelopes)
- Courier (DHL/FedEx India-to-Canada: ~INR 3,000-6,000 per envelope)
- Optional RUSH surcharge (WES adds CAD 100; ICES adds CAD 100; IQAS adds CAD 100)
- Total: state range in CAD and a probable end-to-end timeline in business days
§7 — CONSULTANT ACTION CHECKLIST
[ ] Confirm [HIGHEST_QUALIFICATION] issuing institution is on chosen provider's recognised list
[ ] Confirm [PROFESSION] does not trigger a mandatory regulated-body pathway
[ ] Confirm chosen provider is on current IRCC designated-organisation list (re-check at quote stage)
[ ] Email institution registrar for sealed transcripts direct-to-provider (this is what most rejections hinge on)
[ ] Calendar ECA expiry on day-of-issue + 5 years
[ ] Capture WES Reference Number / ICAS file number in client management system for IRCC profile entry
