WES Canada application — step-by-step workflow
Full WES Canada workflow: account creation, document type selection, transcript request from Indian institution direct-to-WES, payment, status tracking, and final report delivery to IRCC Express Entry profile.
CanadaWESECACourse-by-courseIRCCExpress EntryIndia
You are walking [CLIENT_NAME] through the WES Canada ECA process for a [DEGREE_NAME] awarded by [ISSUING_INSTITUTION] in [YEAR_AWARDED]. WES is the most-used IRCC-designated ECA organisation for Indian credentials. Output must be operational — the client should be able to follow this step-by-step.
CASE SNAPSHOT
- Client: [CLIENT_NAME]
- Institution: [ISSUING_INSTITUTION]
- Degree: [DEGREE_NAME] ([PROGRAM_DURATION_YEARS]-year program, awarded [YEAR_AWARDED])
- Report type requested: Course-by-course
- Sending report to: IRCC (Express Entry profile)
- Known transcript issues: None
REGULATORY + PROCESS FRAME
- WES is IRCC-designated under Express Entry Ministerial Instructions s.31-32
- WES Canada (Toronto office) handles Canadian ECA — DO NOT use wes.org US site by mistake
- WES requires transcripts to arrive SEALED and DIRECT from the issuing institution (this is the most common failure point for Indian applicants)
- WES Reference Number is what gets entered in the Express Entry profile under "Educational Credential Assessment"
§1 — STEP 1: CREATE WES CANADA ACCOUNT
(a) Open https://www.wes.org/ca/ (NOT wes.org — the URL must include /ca/ for Canadian evaluation)
(b) Click "Get Started" -> "Canada"
(c) Create a free account using a stable email (client retains for life; report PDF lives in this account)
(d) Capture credentials in client file: WES login email + password (encrypted note)
§2 — STEP 2: SELECT EVALUATION TYPE
Document-by-document (DxD):
- Cheapest tier
- Issues a Canadian-degree equivalent ("Bachelor's degree, four years" or "Master's degree, two years")
- Acceptable for IRCC Express Entry, most general purposes
- Fee: ~CAD 230 + courier
Course-by-course (CxC):
- Detailed per-course breakdown with Canadian GPA on 4.0 scale
- REQUIRED for licensure bodies (PEO, OCT, CNO etc.)
- REQUIRED by most PNPs (Ontario OINP, BC PNP, Alberta AAIP usually want CxC)
- Fee: ~CAD 245-280 + courier
Recommendation for [CLIENT_NAME] given Course-by-course and IRCC (Express Entry profile):
- If sending to IRCC only AND no PNP plans: DxD is sufficient
- If PNP or licensure in pipeline: CxC is the safe choice (do it once, use everywhere)
- Default consultant practice: Course-by-course unless budget-critical
§3 — STEP 3: CHOOSE DELIVERY OF REPORT
In the WES portal, add recipients for the final report:
(a) IRCC Express Entry — free electronic delivery (WES sends the report to IRCC's e-system; client enters WES Reference Number in EE profile)
(b) Provincial PNP body — usually electronic; some PNPs require WES to send DIRECTLY (cannot be applicant-forwarded)
(c) Self / consultant — free digital copy in WES account; physical copies cost extra (~CAD 30 per)
For IRCC (Express Entry profile): configure the matching electronic recipient at application stage so no re-ordering is needed later.
§4 — STEP 4: PAY THE FEE
Methods accepted at WES Canada:
(a) Credit / debit card in CAD (Visa, MasterCard, Amex)
(b) Money order (slower; not recommended)
(c) PayPal Canada (some accounts)
After payment, WES issues a WES Reference Number (format: AAAA-BBB-CCCC). Capture this immediately — it is the client's lifetime WES file ID.
§5 — STEP 5: ARRANGE TRANSCRIPTS DIRECT FROM [ISSUING_INSTITUTION]
This is the FAILURE POINT for ~30% of WES applications from India. The transcripts MUST arrive at WES SEALED in the institution's original envelope, with the institution's stamp on the seal flap. Photocopies or applicant-forwarded transcripts are REJECTED.
Detailed steps for Indian institutions:
(a) Contact the registrar / examination cell at [ISSUING_INSTITUTION] (not "Records Office" — that's a US convention; in India it's registrar/exam cell)
(b) Request "Official Transcripts in sealed envelope for direct dispatch to World Education Services, Canada" — use this exact language
(c) Provide WES Canada mailing address:
World Education Services
2 Carlton Street, Suite 1400
Toronto, ON M5B 1J3
Canada
(d) Provide WES Reference Number — institution writes this on the envelope
(e) Pay institution transcript fee (typically INR 1,000-3,000; IIT/AIIMS process through dedicated transcript portal)
(f) Institution may need:
- Original degree certificate copy
- Original mark-sheets / consolidated mark-sheet copy
- Filled transcript request form (institution-specific)
- Government-issued ID copy
(g) Institution couriers sealed envelope direct to WES via DHL / FedEx / Speed Post International — DO NOT have it sent to client to forward; WES rejects forwarded envelopes
(h) Many institutions now also issue DIGITAL transcripts via DigiLocker / National Academic Depository — WES Canada accepts digital transcripts from a growing list of Indian universities (verify on WES "Required Documents" page)
For IIT Bombay: transcripts via online portal (https://www.iitb.ac.in/en/academic-services/transcripts) — direct dispatch supported; processing ~7-14 days; cost INR 500-1,500
For NIT Trichy: through exam section, in-person or by post; ~14-21 days; cost INR 500-1,500 per copy
For Delhi University: through Examination Branch; longer (~21-45 days); use multiple copies to avoid re-requests
For AIIMS Delhi: through registrar's office; ~14-30 days; cost INR 1,000-2,000
§6 — STEP 6: ARRANGE THE DEGREE CERTIFICATE
WES also requires a copy of the final degree certificate (provisional certificates not accepted if final has been issued). Options:
(a) Direct from institution — preferred; sealed alongside transcript
(b) Notarised copy by client + sent in same package (some institutions accept this)
(c) Original sent by applicant (rare — and risky; WES returns originals but DHL transit risk is real)
§7 — STEP 7: TRACK STATUS IN WES PORTAL
WES portal shows phases:
- Application Received
- Documents Received (when sealed transcript arrives)
- Documents Verified (1-2 weeks after arrival)
- Evaluation In Progress (2-3 weeks)
- Evaluation Complete (PDF report issued to applicant + recipients)
Typical total timeline for Indian credentials:
- Standard: 7-20 BUSINESS DAYS from "Documents Received" to report issued
- Adding India-Canada courier transit (5-15 days from institution dispatch)
- End-to-end: typically 4-10 weeks from application start to report in hand
If WES requires VERIFICATION FROM THE INSTITUTION (they email the registrar to confirm authenticity), add 2-8 weeks for institution response. This is the most common timing risk in Indian cases.
§8 — STEP 8: HANDLE THE FINAL REPORT
When the report is issued:
(a) Download PDF from WES portal
(b) Note the WES Reference Number, the date of issue, and the date of expiry (issue + 5 years)
(c) Note the Canadian equivalency: e.g., "Bachelor's degree (four years)" -> IRCC FSW Education Score 120
(d) Note credential rating per discipline -> matches to NOC if relevant
(e) Confirm WES sent the report electronically to recipients selected in §3
(f) For Express Entry: enter WES Reference Number in the Education section of the EE profile — IRCC verifies electronically; no need to upload the PDF (though some POEs/PNPs request a PDF copy)
§9 — TROUBLESHOOTING (None specific)
If None is "None": skip this section.
Common scenarios:
- Institution no longer issues hard-copy transcripts -> request digital transcript via DigiLocker / National Academic Depository; submit WES Reference Number to WES indicating digital delivery; WES Canada accepts digital from recognised institutions
- Lost original degree -> request duplicate from institution (most issue duplicate marked "Duplicate"; some require police FIR + newspaper public notice); allow 1-3 months extra; cannot use the affidavit-of-loss alone
- Mark-sheet name differs from passport name -> obtain a notarised one-and-the-same affidavit from a notary public AND a name-change advertisement in 2 newspapers (1 English, 1 vernacular); submit to WES with translation in English; expect manual review delay 2-4 weeks
- Three-year bachelor's degree (BA / BSc from Indian universities): WES historically equates 3-year Indian bachelor's = Canadian 3-year bachelor's (not 4-year); for FSW, IRCC accepts ANY completed bachelor's at the bachelor's points tier; this is NOT a problem for PR but IS a problem for licensure where some bodies require a 4-year degree (engineering: PEO requires Washington Accord-equivalent)
- Refused medical / professional degree credentials (MBBS, BDS, BPharm): general WES ECA may equate to a bachelor's; for licensure, MCC/NDEB/PEBC pathway is REQUIRED separately
§10 — DELIVERABLES TO HAND TO [CLIENT_NAME]
(a) This step-by-step guide saved to client file
(b) Sample email to institution registrar requesting direct-to-WES sealed transcripts (provide as template appendix)
(c) Calendar reminders: institution dispatch date + 3 weeks (WES receipt), + 6 weeks (evaluation complete check-in)
(d) WES login credentials captured in case management system (encrypted)
(e) Calendar entry for ECA expiry = issue date + 5 years; flag at issue + 4 years for renewal planning
