§1 — DETERMINE IF AN AMENDMENT IS NEEDED OR A NEW APPLICATION
NOT every change requires an amendment. Quick decision tree:
CHANGE OF EMPLOYER on a CLOSED work permit:
• Always requires a NEW work permit, NOT an amendment
• Need new LMIA (R200(1)(c)) OR LMIA-exempt offer (R204/R205)
• Apply via IMM 5710 with "Change conditions" checked + new offer
• While processing: cannot start new role; can continue old role on implied status (if old employer still active)
CHANGE OF EMPLOYER on an OPEN permit (PGWP / SOWP / IEC / BOWP):
• NO amendment needed — open permit allows any employer
• Notify employer + new employer; no IRCC notification required
CHANGE OF NOC within same employer on closed permit:
• Material change → may require new LMIA + new work permit
• Minor change (lateral promotion, same NOC code) → no IRCC action; document with employer
• If new NOC is in a regulated profession → certification process applies separately
CHANGE OF DLI on a study permit:
• Required reporting via IRCC online portal within 150 days of transfer
• If different DLI is on Designated Learning Institution list: no new study permit needed
• If different DLI is at different "study level" (e.g. college to university): typically no new permit
• If new DLI is NOT on DLI list: invalid; must withdraw
ADD A DEPENDANT (spouse, child) accompanying or joining:
• Each dependant files their own application (TRV/eTA + visitor record / study permit / SOWP)
• Reference [CLIENT_NAME]'s permit number on each application
• NOT an "amendment" to [CLIENT_NAME]'s permit — separate applications
CHANGE OF ADDRESS:
• Update in IRCC online account; no formal amendment needed
§2 — FORM PACK (IF AMENDMENT REQUIRED)
A. Completed IMM 5708 (visitor/study) or IMM 5710 (worker)

B. Photocopy of current permit + passport biographical page
C. Supporting documentation for the change:
• New employer LMIA / LMIA-exempt offer (Form IMM 5802) — if employer change on closed permit
• New Letter of Acceptance — if DLI change
• Medical / family documentation — if adding dependants
• Birth / marriage certificates — for dependant additions
D. Continued compliance evidence:
• For workers: recent T4, pay stubs, employer letter
• For students: enrolment letter, transcript, financial proof

§3 — COVER LETTER (200-300 words)

§4 — FEE SCHEDULE (2026)
• Change of conditions / extension worker: CAD 155 (+ OWP holder fee CAD 100 if open)
• Change of conditions / extension student: CAD 150
• Change of conditions / extension visitor: CAD 100
• New permit application (closed work permit, new employer): CAD 155 + LMIA fee CAD 1,000 (paid by employer)
• LMIA-exempt new work permit: CAD 155 + Employer Compliance Fee CAD 230 (paid by employer)
• Dependant additions: separate applications + separate fees per dependant
§5 — TIMING
• File before [CURRENT_PERMIT_TYPE] expires to retain implied status during processing
• For closed-permit employer changes: do NOT start the new role until new permit issued
• For DLI changes: notify within 150 days of transfer via IRCC online account
• For dependants joining: time their TRV/eTA application to land 30-60 days before intended travel
§6 — RED FLAGS
• Employer change while LMIA-exempt category may expire: check expiry of underlying R204/R205 ground
• DLI change to a school not on DLI list: invalid, will be refused
• Adding a dependant after long separation: explain delay (visa wait, document issues)
• Multiple amendments in short period: officers scrutinise; provide stable narrative
§7 — POST-APPROVAL ACTIONS
• New employer change: notify CRA via T4; SIN update if needed
• New DLI: send new LOA to PR application updaters; PGWP eligibility tied to ORIGINAL DLI on permit at time of program completion
• Dependants joining: register with provincial health, schools, MSP/OHIP/RAMQ
