Citizenship ceremony + Declaration of Fidelity preparation (Ireland)

§1 — TIMING AND BOOKING
After ISD approval letter:
• Client must pay the certificate fee (EUR 950 adult; EUR 200 minor) within the deadline stated in letter

• Once fee paid → ISD allocates client to next available ceremony
• Ceremonies held 3-4 times per year, in batches of 500-2,000 applicants
• Most ceremonies at INEC Killarney (purpose-built since 2011); occasional ceremonies in Dublin Castle, Cork, or regional venues
• Client may have a wait of 2-6 months between approval and ceremony
§2 — CEREMONY FORMAT
INEC Killarney is the canonical venue (since 2011). Format:
• Doors open ~10:00 — must arrive 60-90 minutes early; large applicant numbers
• Each applicant is registered + given seat number
• Presiding officer: typically a retired Judge of the District / Circuit / High Court
• Speeches: Minister for Justice (sometimes by video), presiding officer, sometimes a guest speaker
• National anthem ("Amhrán na bhFiann") played
• Declaration of Fidelity recited as a group
• Certificates handed out by region/alphabetical order (this is the long part — 1-2 hours)
• Photo opportunities outside the hall
§3 — WHAT TO BRING
(a) ISD approval letter + ceremony invitation (printed)
(b) Current passport (Indian / etc.) — and Irish IRP card
(c) Original photographic ID
(d) Smart attire — most wear business or cultural / traditional dress
(e) Bring own pen — register signing required
(f) Mobile phone (silent) — for taking photos before/after only
(g) Snacks / water (long event, especially with kids)
§4 — THE DECLARATION OF FIDELITY (s.19)
Wording (recited as a group at the ceremony):
"I, [full name], having received from the Minister for Justice the Certificate of Naturalisation issued to me, solemnly declare my fidelity to the Irish nation and my loyalty to the State.
I undertake faithfully to observe the laws of the State and to respect its democratic values."
Notes:
• Wording set out in s.19 + Naturalisation Regulations
• Recited as a group; each applicant must audibly recite — though in practice the group volume covers some individual variation
• There is no "religious" vs "non-religious" version — the wording is the same; no oath to a sovereign (Ireland is a republic)
§5 — REHEARSAL TIPS
• Read the Declaration aloud 3-5 times before the ceremony
• Practise saying "[full name]" clearly — though no individual recital
• Phones SILENT during ceremony (vibration off too)
• Stay seated until your row is called for certificate collection
§6 — RECEIVE THE CERTIFICATE
(a) Row-by-row collection
(b) Hand over receipt → receive Certificate of Naturalisation
(c) Certificate is the original document — do NOT laminate
(d) Check name, DOB, certificate number for accuracy before leaving
(e) Sign the register of citizens (some venues)
§7 — IF No indicates children (Form 10)
Children under 18 receive certificates but do NOT recite the Declaration
Bring children's passports + Irish residence permits
Each child gets their own Certificate
For minors, a parent signs on their behalf in the register
§8 — POST-CEREMONY NEXT STEPS
(a) Apply for Irish passport via the Passport Office (passport.ie):
— Online application (€110 for 10-year adult; verify current fee)
— Witness on photo card (alternative to traditional witness)
— Processing: 4-8 weeks routine; faster express options
— Required: Foreign Birth Register entry NOT needed (you are now naturalised, not by descent)
(b) Update Revenue (myAccount), DSP, employer with citizenship status
(c) Register to vote at local council — Irish citizens vote in all elections (national, local, presidential, referendum, EU)
(d) Apply for EU rights: free movement, work in any EU country, vote in EU elections in country of residence
(e) If client holds Indian citizenship → flag automatic loss under Indian Citizenship Act 1955 s.9 + 3-month Indian passport surrender requirement
(f) Apply for OCI via VFS Global Ireland / Indian Embassy Dublin (separate prompt: ie-citizenship-india-renunciation-oci)
(g) Store original certificate securely; certified copies for daily use
(h) Surrender Irish IRP card to ISD (it's now expired)
§9 — BRINGING FAMILY TO THE CEREMONY
Most ceremonies allow 2-4 guests per new citizen (subject to venue capacity at Killarney). Confirm via ISD when ceremony invitation arrives.
§10 — SPECIAL OBSERVANCES
The ceremony often includes:
• Welcome in Irish (Fáilte) by presiding officer
• Brief explanation of citizenship rights and responsibilities
• National anthem in Irish (Amhrán na bhFiann)
• Sometimes Irish dance performance / music
• A tea/biscuit reception (smaller ceremonies)
